If you're trying to brave the weather on what could be one of the coldest New Years Eves in NYC history, or simply trying to avoid a Times Square subway transfer, the MTA has issued a statement on some important changes.

More than 1 million revelers are expected to descend on the Crossroads of the World to ring in the new year with the iconic ball drop, and many streets in midtown are closing to make room for them. And security will be tighter than ever after attacks in Las Vegas and along the Hudson River Greenway in Tribeca.


Times Square is shut down to vehicular traffic, and police recommend using public transportation to get around town on New Year's Eve (MTA service changes outlined below). And remember, leave the alcohol, duffel bags, backpacks and umbrellas at home.

Beginning at 4 a.m. on Sunday, December 31st, Times Square will be closed to vehicular traffic. These streets are affected: 

• 45th Street between 6th to 8th Avenue

• 46th Street between 6th to 8th Avenue

• 47th Street between 6th to 8th Avenue

• 48th Street between 5th and 9th Avenue

• 49th Street between 6th to 8th Avenue

• 50th Street between 6th to 8th Avenue

• Both side of 51st from 6th to 8th Avenue

• 52nd Street between 5th and 8th Avenue

• 53rd Street between 6th to 8th Avenue

• 54th Street between 6th to 8th Avenue

• 55th Street between 6th to 8th Avenue

• 56th Street between 6th to 8th Avenue

• 57th Street between 5th to 9th Avenue

• 58th Street between 5th and 8th Avenue

• 58th Street between 10th to 11th Avenue

• 59th Street between 10th to 11th Avenue

• 59th Street between 5th Avenue and Columbus Circle

At approximately 4 a.m. on Sunday, December 31st, the following streets will be closed to all vehicular traffic:

• Seventh Avenue, from 43rd to 48th Streets

• Broadway, from 47th to 48th Streets

• 46th and 47th Streets, from Sixth to Eighth Avenue

Beginning at 11 a.m. commercial vehicles, trucks and other large vehicles will not be able to access:

• 6th Avenue from 34th to 59th Streets;

• West of 5th Avenue from 37th Street to 59th Street

• 8th Avenue from 34th to 59th Streets

• East of 9th Avenue from 58th Street to 37th Street

At approximately 1:30 p.m. on Sunday, December 31st, the following streets will be closed to all vehicular traffic:

• Seventh Avenue, from 41st to 59th Streets

• Broadway, from 47th to 59th Streets

• 43rd to 47th Streets, from Sixth to Eighth Avenue

Beginning at 5 p.m. on Sunday, December 31st , 42nd Street from 6th to Eight Avenues will be closed to traffic. After 6:30 p.m. on Sunday, December 31st, the remainder of the traffic closures will be instituted as crowd conditions warrant:

• All cross-town streets from 37th to 41st Streets - Sixth to Eighth Avenues

• All cross-town streets from 49th to 59th Streets - Sixth to Eighth Avenues

• 48th Street, from Fifth to Ninth Avenues

• Cross-town access for emergency vehicles will be available on 42nd, 48th, and 59th streets

There will be no parking in the following areas from Sunday, December 31st at 12:01 a.m. until 1:00 a.m. on Monday, January 1st:

• All cross-town streets from 33rd to 59th Street between 6th and 8th Avenue

• West side of 5th Avenue, from 37th to 52nd Streets

• West side of 6th Avenue, from 34th to 59th Streets

• Both side of 6th Avenue, from 37th to 52nd Streets

• Broadway between 34th to 59th Streets

• 7th Avenue between 34th to 59th Streets

• 9th Avenue between 41st to 43rd Streets

• West side of 10th Avenue, from 58th to 59th Streets

• Both sides of 11th Avenue, from 34th to 39th Streets

• East side of 11th Avenue, from 58th to 59th Streets

• Both side of 8th Avenue from 34th to 59th Streets

• 34th Street between 5th and 9th Avenue

MTA New Year's Eve Service Changes

  • From 6 p.m. Sunday to 12:10 a.m. Monday, 1 trains skip 50th Street. Use the 59 St-Columbus St station instead
  • From 6 p.m. Sunday to 12:10 a.m. Monday, N, Q and R trains skip 49th Street in both directions. Use the 57th Street-7th Avenue station instead
  • On Sunday night, N, Q, R, S, 7, 1, 2 and 3 exits at Times Square-42nd Street are subject to closures. As an alternative, exit via the passageway to 42 Street-Port Authority on Eighth Avenue. The 42nd Street Shuttle will operate overnight

FBI Raids Home of Va. Man Who Wanted to Join ISIS, Attack US: Docs

An hours-long FBI raid at a Sterling, Virginia, townhome on Friday was connected to a man who wanted to join ISIS and researched how to make bombs and weapons on the internet, according to court documents.

Sean Andrew Duncan was arrested Friday during the raid. Court documents say Duncan tried to run and get rid of evidence he had destroyed when agents came to his home.

The court documents lay out a lengthy timeline of Duncan's alleged links to terrorism, including:

  • In Feb. 2016, one of Duncan's relatives reported to the FBI that "Duncan had converted to Islam, may have been radicalized, and voiced his approval of westerners being beheaded in the Middle East," the documents say.
  • Duncan and his wife were interviewed by the FBI after traveling to Turkey on Feb. 26, 2016. Duncan deleted his Facebook account two days after being interviewed by the FBI, according to the documents.
  • Duncan allegedly had contact with a foreign detained ISIS supporter who told the FBI Duncan had expressed interest in joining ISIS and conducting an attack in the United States. The woman said Duncan gave her instructions on how to construct homemade bombs. Duncan would also share news articles with her from Amaq News, an ISIS news outlet, the documents said. The woman also told the FBI Duncan had asked her to go to Syria and to be his second wife.
  • In Dec. 2017, the FBI found a Twitter account allegedly associated with Duncan's phone number. The Twitter handle was @DawlahtulIslaam, which roughly translates to "The Islamic State."
  • In June 2017, Alleghany County, Pennsylvania, police gave the FBI a copy of Duncan's phone and the FBI found numerous searches for ISIS-related material, ISIS attacks, weapons, body armor, and surveillance and defense tactics, documents said. Alleghany County police had obtained a copy of his phone while investigating the death of Duncan's infant child. The cause of the child's death was inconclusive, documents said.

Duncan moved to Sterling in June 2017 from Pittsburgh, Pennsylvania, the documents said.

The raid on the home in Courthouse Square ended with a long line of FBI agents and sheriff’s deputies carrying boxes marked with red and black evidence tape from the townhouse. A mobile command post was used at the scene.

Neighbors to the residence said the home’s occupants just started renting it last summer.

An FBI official said the incident was “authorized law enforcement activity.” Typically with raids of this nature, the purpose will only become public knowledge if charges are filed.

Police: Man Massages Teen's Back at Airport, Hands Him Money

A man accused of frequenting high school sports events and requesting piggyback rides from players was arrested at Newark Airport after he allegedly gave a teenage boy a back massage and a suggestive note, authorities said.

Sherwin Shayegan, 34, was charged with endangering the welfare of a child after his arrest Friday, Port Authority police said. 

The so-called "Piggyback Bandit" was accused of giving a back massage without permission to a 14-year-old boy who was waiting at the luggage carousel. 

Shayegan then handed the boy a money and a note, which read: "This is money for letting me give you a massage. Thank you."

The note also had a suggestive comment that police didn't detail.

A Jet Blue employee reported the encounter to police, who got a description of the assailant and tracked Shayegan down at the hotel where he was staying. 

Shayegan had other "disturbing" notes and money in envelopes with names of airports written on them, police said. 

He has been banned from high school sporting events in five different states for similar disturbing behavior, according to reports. 

Shayegan, of Bothell in Washington state, was known for attending high school sports events in Washington and Oregon and requesting piggyback rides from the players, according to news reports. 

He later moved across the country attending high school sports events. In 2014 in the Washington, D.C., area, he was convicted of assault and battery after grabbing a player by the arm and trying to drag him into a locker room.

Parents have said he appeared to be at the games in some official capacity, pouring water for players and giving them back massages. 

His mother has told reporters her son has Asperger's syndrome and is compulsively reliving his years as a high school sports team manager.

NBC Connecticut Meteorologists have issued a First Alert for extreme cold on New Year's Eve.

High temperatures on New Year's Eve will range 10 to 17 degrees. Winds will increase throughout the afternoon which will result in below normal wind chill values for much of the evening and overnight hours.

'Obamacare' Barely Survived 2017; 2018 Could Bring Tumult

After a year in which the Affordable Care Act's fate hung by a thread, 2018 is likely to feature fewer mortal threats. But the next 12 months could still be a tumultuous period as insurers, customers and elected officials react to major changes to the law by the Trump administration and the Republican Congress.

"I think we'll probably move on to other issues," Senate Majority Leader Mitch McConnell, R-Ky., told NPR last week.

While they fell short of full repeal, Republicans did manage to make a major change to the Affordable Care Act, also called "Obamacare," by passing a tax bill that eliminates the individual mandate, a penalty for people who go without insurance that was created by the Affordable Care Act, NBC News reported.

While the mandate's full impact isn't yet known, insurers have not taken well to unpredictability in the past. The change, along with other moves, will add more of it in 2018 as insurers decided their rates for the following year and whether to participate in "Obamacare's" exchanges at all.

Man Arrested With Guns, Ammo in Houston Hotel Room: Police

Houston police say an intoxicated and belligerent man at a downtown hotel where a New Year's Eve party is scheduled has been arrested for unlawfully carrying a weapon and trespassing after they found several guns and ammunition in his room. 

Police say hotel security officers confronted the unruly man early Sunday at the bar at Houston's Hyatt Regency Hotel and called for assistance when he refused to be subdued. 

Lt. Gordon Macintosh says other officers arrived to take him into custody and found an AR-15 rifle, shotgun and handgun in his room, plus ammunition. They also found other weapons in his pickup truck. 

The man was arrested for unlawfully carrying a weapon and trespassing, and investigators are waiting to interview him when he is "sobered up," Macintosh said.

The name of the man hasn't been immediately released. He's been jailed. 

The Hyatt's Sunday night celebration spans four floors and includes live performances and a 50,000 balloon drop at midnight, according to its website. The hotel's annual party is one of the city's largest New Year's Eve celebrations.

1 Deputy Killed, 4 Hurt in Colo. Shooting Incident: Police

Five sheriff's deputies were shot, one fatally, and a suspect is dead after an early morning incident in Douglas County, Colorado, the sheriff's office there said.

The sheriff's office tweeted that there were "multiple deputies down" after officers responded around 5 a.m. Sunday to the Copper Canyon Apartments on County Line Road between Colorado Boulevard and University Boulevard.

It was a domestic disturbance incident, the Associated Press reported.

"During the Investigation, shots were fired and multiple deputies were injured," the sheriff's office said.

The suspect shot five deputies, killing one. He also shot two civilians. The sheriff's office said the suspect was shot and "believed to be dead" and "no longer a threat."

A spokesperson for the Sky Ridge Medical Center said the hospital received three patients, in non-critical condition, involved in the incident. The spokesperson did not specify if they were officers or civilians.

The sheriff's office advised people in the area "to shelter in place, avoid windows and stay away from exterior walls."

An emergency shelter was set up "due to the size" of the incident, the sheriff's office said. "If anyone has been displaced from their homes due to this event please feel free to head there."

Multiple agencies are on accident alert due to the incident, including Douglas County, Parker Police Department, Lone Tree Police Department, Castle Rock Police Department and Colorado State Patrol.

NBC affiliate 9News reported that drivers involved in accidents are asked "not to call law enforcement unless a driver is impaired, it's a hit and run, someone is injured or dead or if damaged vehicles are blocking the road."

Glastonbury Woman Killed in Crash on Putnam Bridge

A Glastonbury woman was killed in a crash on the Putnam Bridge (Route 3) Saturday.

Connecticut State Police said that around 8:15 p.m. 51-year-old Devra Koromanian was driving on Route 3 before the Interstate 91 off-ramp when she lost control of her vehicle and hit the jersey barrier. Koromanian was ejected from the vehicle. She was rushed to Hartford Hospital for treatment, but suffered fatal injuries.

The crash remains under investigation. Anyone with information on this crash is asked to contact Trooper Harkins at Troop H 860-534-1000.

150 Displaced When Pipe Breaks at Bridgeport Housing Complex

Around 150 people were displaced when a pipe broke at the Success Village apartments in Bridgeport, leaving residents with inadequate heat.

City officials confirmed a steam pipe broke Friday, affecting 10 buildings in the complex.

Scott Appleby, director of the Bridgeport Emergency Communications Center, confirmed officials from the EOC responded to assist the displaced residents. A shelter was set up for residents who could not stay with family or friends or afford a hotel.

Crews were expected to repair the pipe on Sunday.

Water Main Break on Glen Street in Berlin

Crews are on scene at a water main break at the intersection of Glen Street and Robindale Avenue in Berlin, according to police.

Police said the water department is on scene making repairs and that the damage may affect customers in up to a one-mile radius.

The road is open, according to police.

CT Water Issues Boil Notice for 125 Griswold Customers

Connecticut Water has issued a boil water notice for 125 customers in Griswold due to an equipment issue.

Connecticut Water officials confirmed the issue affecting customers of the Bay Mountain water system, which include residents on Bay Mountain Drive, Juniper Lane, Old Shetucket Turnpike, Rixtown Road and Youngs Road.

Officials said the issue caused a loss of pressure throughout the system. The boil order was issued as a precaution while the company tests the water to make sure no bacteria contaminated the system during the failure.

Residents should boil tap water intended for drinking, cooking, food preparation, or any form of ingestion. 

The water can still be used for bathing and cleaning without boiling.

Customers were informed directly by door notices, phone, email and text and will be updated when the test results come in. Officials said they usually receive the test results within 72 hours.

First Alert: Tracking a Powerful Storm for Thursday

We have issued a First Alert for next Thursday as we continue to track a powerful storm. 

The energy that will eventually develop this system into a storm is currently located in the northern section of the British Columbia province of Canada.

The exact track of the system is a bit uncertain. Our models currently have the center of low pressure approximately 150 miles to the east of Cape Cod. This track would not be a typical blockbuster nor'easter track. With that being said it still would bring some snow to the state.

The system is modeled to be very large and would result in a wide reaching wind and precipitation field. 

The First Alert was issued for strong winds, cold temperatures, and snow.

A shift to the west would result in a substantial snowfall while a shift further to the east would result in less impacts.

3 Family Members Killed in Shooting in New Jersey: Sources

Three family members and a family friend are dead after a shooting with a semi-automatic rifle in Long Branch, New Jersey, according to the Monmouth County Prosecutor's Office.

Officials say a 16-year-old boy related to three of the four victims is in custody after the shooting on Wall Street.

The teenager is expected to be charged with four counts of murder. He will also be charged with the posession of a weapon for an unlawful purpose, according to the county's prosecutor, Chris Gramiccioni.

The victims have been identified by officials as the 16-year-old's parents, Steven and Linda Kologi, 44 and 42 respectively, his sister, 18-year-old Brittany Kologi and a 70-year-old family friend, Mary Schultz, who lived in the home.

Officials say the teen's grandfather and brother were at the home but left.

The shots rang out just before midnight Sunday. The Monmouth County Prosecutor's Office tweeted just after 2 Monday morning that there is no threat to the public as they believe it was a domestic incident.

Officials say police recovered a semi-automatic rifle at the home, which was legally owned and registered to the address where the shooting happened.

A motive for the shooting is not known.

Connecticut Metro-North Fares Increase Today

Metro-North fares in Connecticut will be going up today, Jan. 1.

Fares increased by 1 percent for all stations on the Connecticut part of the New Haven Line and this is the last of seven consecutive fare increases that were authorized to buy M8 rail cars, according to Metro-North.

Prices of travel between stations within Connecticut and between stations in Connecticut and New York are affected.

Police Investigating 2 Shootings on New Year’s Day in Hartford

Hours into the first day of 2018, Hartford police are investigating two shootings.

The first was reported at 12:06 a.m. at Winchester and Auburn streets and officers found three shell casings and two bullet fragments.

The victim, a male, was shot in the back and taken to St. Francis Hospital. His injuries are not life-threatening.

Police said the victim was previously shot several times and has been involved in several shootings, either as a suspect or a victim.

The second shooting was just after 6 a.m. on Edgewood Street.

The victim, a male, was shot in the face and the bullet when in and out of the cheek, police said. He is recovering at St. Francis Hospital.

Authorities have not identified any suspects in either shooting.


Little Girl Has Special Meeting With Seal in Mystic

A little girl from East Lyme made a special trip to Mystic Aquarium Sunday and met a seal that has the same condition she has. 

Evie Helms has hydrocephalus, a condition in which fluid accumulates in her brain, and she's gone through four brain surgeries. 

Evie and her family love the ocean, seals are one of Evie’s favorite animals and Ziggy Star, a seal at Mystic Aquariums, has the same neurologic condition Evie does and just had brain surgery. 

On Sunday, Evie and Ziggy met and formed an amazing bond. 

“I think we're going to be talking about this for the rest of our lives,” Evie’s mom, Lauren Helms, said. 

Evie and Ziggy are doing well and had a lot of fun meeting each other.
