Thousands Without Power in Stratford, Bridgeport

Thousands of people were left without power in Stratford and Bridgeport Saturday night after an issue caused problems with two United Illuminating substations.

According to a UI spokesperson, one of the issues has been resolved, but they are continuing to work on the second. 

At one point 30,000 people were without power.

UI is still working to determine the cause of the outage. We will update this story as more information becomes available.

South Africa’s Next Leader Faces Plenty of Challenges

The ruling party in South Africa will hold a meeting Monday to negotiate the resignation of President Jacob Zuma after he was ousted by Nelson Mandela's protege, Cyril Ramaphosa, NBC News reported.

Ramaphosa will have to unite the ruling party, the African National Congress, which factionalized since Mandela’s release from prison after 27 years and the end of white minority rule. 

African National Congress committee members say they had been poised to demand Zuma's removal from office at a meeting last week. 

Ramaphosa ousted Zuma from the leadership of the ANC, but not yet from the country’s presidency. Zuma was conducting business as usual throughout the week, his office said, despite reports of his imminent resignation.

South Korea won its first medal of the Pyeongchang Games, fierce winds upset the Alpine skiing schedule and other sports provided drama from the Olympics. Here's a look at the 2018 Winter Games by the numbers. 

2 The number of times the men’s snowboard slopestyle has been run in the Winter Games and won by Americans. Sage Kotsenburg took gold in Sochi and Red Gerard defended the U.S. record Sunday morning in Pyeongchang, edging out Canada and Norway.

1,500 Lim Hyo-jun won South Korea’s first medal of the Pyeongchang Olympics, taking gold in the 1500 meter short track speeding skating with a time of 2:10:485. The defending Olympic champion, Charles Hamelin of Canada, got a penalty for impeding in the final. Lim earned the gold for the host country in his Olympic debut and broke the 2010 record of 2:10:949, set by Lee Jung-Su, also from South Korea.

1 North and South Korean women played on one hockey team against Switzerland in their Pyeongchang debut. Despite the crushing 8-0 loss, the unified nations had a sellout crowd cheering them on amid hopes for continued diplomacy. Among the most vocal of the Korean team's supporters was the squad sent by North Korean ruler Kim Jong Un, the 230 young women dressed in identical red track suits.

50 Wind speeds of 50 miles per hour interfered with the men’s downhill Alpine skiing event that was set for Sunday morning. It has been rescheduled for Feb. 15.

5,000 Speed skater Sven Kramer set three Olympic records when he won the 5000 meter with a time 6:09.76. The Dutch speed skater broke the 5000 Olympic record, became the first man to win eight Olympic speed skating medals and is the only one to win Olympic gold in the same even three times.

28.3M That’s how many people tuned in to watch the opening ceremony of the Pyeongchang Games. Viewership peaked at 31.5 million as Team USA entered the stadium. It ranks as the most-watched Friday night program on television in the last four years. The last major television event? Sochi’s first night in 2014.

3 The U.S. women’s hockey team won its opening match with a 3-1 win over Finland. The U.S. surrendered the first goal, but rallied for its first win.

Heavy Rains Soak State Sunday

Rain will dominate the state Sunday, with periods of heavy rain likely and localized flooding possible in parts of the state.

Temperatures Sunday will be in the 40s as soaking rains move through.

We're forecasting some impressive rainfall totals. Parts of the state could see over an inch and a half of rain. Areas prone to flooding may see minor urban and street flooding, but widespread flooding is not a concern.

The rain continues through the evening and begins to clear up Sunday night, making way for a blend of clouds and sunshine Monday. Temperatures will remain warm, hovering in the high 30s and breaking into the 40s the first half of the week.

Town of Madison Sends Support To Its Three Olympic Athletes

The town of Madison has put itself on the Olympic map. Three athletes from that single shoreline community are currently in Pyeongchang preparing to compete in the 2018 Winter Olympic Games.

There was a lot of red white and blue on a very gray Saturday on the shoreline. Hundreds of people gathered outside the U.S. post office to wish the hometown athletes well in South Korea.

"It's amazing to have such a small town and have three Olympians from it is absolutely fantastic," said Josephine Mokriski, who lives in Madison.

Athlete Mac Bohonnon will compete in freestyle skiing.

"He's focused. He's ready to do his business," said David Bohonnon, Mac's father. "Good luck. Do your best. And we love you guys," he said.

Mary Lou Fusi, the delivery nurse who helped bring Mac into this world, said she is still supporting him now. "I'm the one who caught him when he did his first flip, I think," Fusi said. "Go Mac. Do your best," she added.

Another freestyle skier from Madison at the Olympics is Kiley McKinnon, who went to school with Mac.

"We think of her as our best friend and she's so goofy, you know.," said McKinnon's friend Hannah Johnson.

She's so funny and we have such a strong relationship with her, that we don't even think 'she's competing in Pyeongchang South Korea," added friend Lauren Gallagher. "We're so excited to see you jump and we know you're going to do great," she said.

Zach Donohue, also from Madison, will compete in ice dancing.

All three Madison athletes are expected to compete this week.

Flake: 'Can Get Something Done’ on Immigration This Week

At least one senator is optimistic about what could happen this week when lawmakers gather to debate and vote on immigration reform.

“I do think that we can get something done this week,” said Sen. Jeff Flake, R-Ariz., one of several members of Congress who has been trying to negotiate a broad immigration compromise. “We're going to have something in the Senate that we haven't had in a while. It's a real debate on an issue where we really don't know what the outcome is going to be."

Senate Majority Leader Mitch McConnell is expected to offer up a bill to the floor to ignite a free-flowing amendment process, where different senators will have the opportunity to offer immigration proposals and hope they clear the 60-vote threshold to pass. The key sticking point is the fate of so-called "Dreamers," the children of undocumented immigrants brought into the country without authorization.

Flake, appearing on NBC's Meet the Press, reiterated that even if some form of immigration legislation does not make it through this week, “these Dreamers need to be protected." If immigration legislation does make its way through the Senate, its future in the House is very uncertain.

Bristol Police Seek Suspect in Attempted Robbery at ATM

Bristol police are investigating an attempted robbery at an ATM Sunday afternoon.

The victim reported that she was sitting in her car at the Webster Bank at 150 Main Street after making a cash withdrawal when a man approached her. She told police that the man opened her car door and tried to get into the vehicle, but she drove off. It happened around 12:21 p.m.

The victim as not hurt.

The suspect is described as male with a medium build, about 5-foot-10. He was wearing a black hooded sweatshirt with a scarf covering his face. The victim reported he was holding something in his hand during the incident, but could not say what it was.

Calif. Pastor Accused of Assaulting Girl Turns Himself In

A pastor from a Glendale church turned himself in to police Sunday and later bailed out after authorities said he was caught on camera masturbating outside a Covina hotel before then assaulting a preteen girl.

His bail had been set ay $100,000, according to jail records. Covina police had been searching for pastor Douglas Rivera Friday evening after he was set to turn himself in, and never showed up.

Instead, he posted a video on Instagram where he claimed his innocence.

"No matter what you see on Insta, keep me in your prayers," Rivera said in the video. "I love you, Los Angeles. God will take his truth out."

Rivera, who is from Baldwin Park, was accused of assaulting the preteen Wednesday.

The assault was reported at 8:08 p.m. Wednesday at Vanllee Hotel and Suites, located at 1211 E. Garvey St., according to the Covina Police Department.

The man, identified by police as Rivera, drove through the hotel's parking lot until he saw a lit room with drapes open and then parked his truck to face the interior of the room, police said.

Two minors were inside of the hotel room.

Police said Rivera had masturbated while watching the two minors. He exited the truck and stood outside of their hotel window pretending to be on the phone for more than 30 minutes before he walked through the hotel.

Police then say he forced his way into the room once the minors opened the door, believing it was their chaperone.

Rivera was accused of assaulting one of the minors, between 10 and 12 years old, before fleeing in his truck, police said.

Rivera was to have surrendered earlier but did not show up, according to police. On Sunday, however, he finally turned himself in to Covina police.

S. Korea Addresses Sexual Assault at Winter Olympic Park

The Olympics has long been considered a pinnacle sporting event meant to showcase the most talented athletes in the world — not the place for discussing sexual assault and abuse. But for the first time, a host city is hoping to change that by opening four counseling offices — referred to as Gender Equality Support Centers — scattered across the Olympic sites.

Jeon Won Hee, a counselor with Gender Equality Support Center, is helping to combat sexual assault at the Olympic Park where more than 2,900 athletes, 16,000 volunteers and tens of thousands of spectators are inhabiting for the next two weeks.

"This is very meaningful, but the more important thing is knowing that sexual violence can occur anywhere at any time," Jeon said.

Nancy Hogshead-Makar, a three-time Olympic gold medalist at the 1984 Los Angeles Games, said that athletics institutions have a ways to go to ensure athletes are being protected, and said the uncovering of decades of sexual abuse by gymnastics doctor Larry Nassar shows the need to speak up immediately.

Crews Knock Down House Fire in Old Saybrook

Over 40 firefighters responded to put out a house fire in Old Saybrook Sunday.

Old Saybrook fire officials said flames broke out around noon in the basement and inside a first floor wall of a home on Fordham Trail. The home’s electrical system was involved and Eversource had to temporarily cut off power to nearby residents while firefighters got the flames under control.

Neighbors were without power for around 30 minutes.

A total of 43 firefighters from Old Saybrook and Essex responded.

No injuries were reported.

The fire remains under investigation.

Rain, Warm Weather Wreaks Havoc on Winter Sports

Many winter sports enthusiasts in the state had to sit out the weekend with warm temperatures bringing rain instead of snow and ice, and it's not the first time this season.

In Southington, the Recreation Department announced the town had to close off ice skating at Memorial Park more than two weeks ago due to concerns about thinning ice.

That same issue prompted the closure of Crescent Lake to ice fishing.

This is not the only change because of a lack of winter conditions.

Ski areas are also suffering. Nearby Mount Southington was closed Saturday. On its website, they blamed the rain for the shutdown. Joining them in turning off the lifts, was Ski Sundown in New Hartford and Powder Ridge in Middlefield.

Naugatuck also closed its outdoor skating rink.

It doesn't look like there will be any relief in the near future - the first half of the week features temperatures in the high 30s and 40s.

Trump Infrastructure Plan to Ask States for Big Bucks

The White House will release the principles of Trump’s long-touted $1.5 trillion infrastructure proposal on Monday — a plan which leans on state and private investment as key, driving factors to finance the effort, NBC News reported.

The administration is expected to present a plan that puts $200 billion in new federal funds into the effort, according to a senior administration official, who briefed reporters over the weekend on condition of anonymity: $100 billion on "incentives" to match state, local, and private investment spending on infrastructure projects and $20 billion for expanding federal loan programs that focus on various kinds of infrastructure (rail, water, transportation).

The administration has pushed for public-private partnerships to spur infrastructure action across the United States, even as NBC News has reported that Trump himself is waffling on the funding idea.

The current plan, said the official, would also allocate $50 billion for rural infrastructure projects that will be block granted to states, and another $20 billion for "transformative programs" that have an eye towards "next-century-type" infrastructure projects. Finally, the administration plan asks that Congress spend $10 billion on a capital financing fund.

Explosion, Fire at Power Substation Causes Blackout in Puerto Rico

A blackout has hit northern Puerto Rico after an explosion set off a big fire at a main power substation in the U.S. territory.

Officials with the island's Electric Power Authority said late Sunday that several municipalities are without power, including parts of the capital of San Juan. It was not immediately known what caused the fire.

San Juan Mayor Carmen Cruz tweeted that no injuries have been reported yet and that firefighters are on the scene.

The blackout comes as more than 400,000 power customers remain in the dark more than five months after Hurricane Maria.

Puerto Rico's governor recently announced that he plans to privatize the state-owned power company.
