Suspect in Custody After Discharge of Gun in Windham

Police have a suspect in custody after receiving a report of a disturbance involving the discharge of a firearm in Windham.

State police said they responded to the Windham Heights area of Windham to investigate and no injuries were reported. 

As law enforcement officers searched for a suspect Windham Schools were placed on lockdown as a precaution. The lockdown has since been lifted. 

School officials said state police notified them at 8:45 a.m. that there had been a shooting and the suspects fled the area. They said the lockdown was issued at the recommendation of local and state police and no one from the public was permitted in and out of the buildings during the lockdown.

Cat Dies in Griswold House Fire

Fire destroyed a home on Latham Drive in Griswold and the residents' cat died in the blaze.

Two people were inside when the fire started, officials said. Both are OK, but they said their cat died.

One of the residents said he and his husband were inside and they noticed fire on the porch. 

"I looked out and the porch was engulfed in flames and so I turned and I went to the bathroom and I took the garbage pail and I started trying to fill it up with water and it wasn't filling it up very well," Jake McTigue said. "I opened the door to throw it out on there and the flames just came in."

He also tried to use a hose to put the fire out.

Crews are trying to determine what caused the fire.

Retired Shelton Teacher Accused of Sexually Assaulting Student Years Ago

A retired Shelton teacher is accused of sexually assaulting a student more than a decade ago and has been arrested. 

Police said the male victim came forward in October and reported that 76-year-old David Munson, of Shelton, sexually assaulted him while he was attending Shelton Intermediate School from 2005 to 2007. 

The victim had been enrolled in Shelton Intermediate School mentoring program and Munson was assigned to be his mentor, according to police. He reported that Munson sexually assaulted him on or around school grounds during that time. 

Munson retired from the Shelton Board of Education in 1999 after 34 years of teaching. 

At the time of the reported incidents from 2005 to 2007, Munson was acting in the capacity of a youth mentor and was also on the Board for the Shelton Youth Bureau. Munson was immediately suspended from his involvement in the Youth Bureau when the complaint was brought forward to police, police said. 

On Tuesday, police arrested Munson, who was charged with first-degree sexual assault and risk of injury to a minor. 

He posted a $100,000 bond and is scheduled to appear in Derby Superior Court on April 11.

US Rep. Esty Announces She Will Not Run for Re-Election

U.S. Rep. Elizabeth Esty announced Monday she will not run for re-election amid criticism and pressure to resign after she admitted to keeping her former chief of staff on after he was accused of threatening another female staff member.

On Thursday, Esty issued an apology for failing to protect the female employees who said Esty’s former chief of staff, Tony Baker, harassed them, including one woman who said she was punched in the back and received death threats.

Reports say Esty, a Democrat who represents Connecticut's 5th District, was informed that in 2016, Baker called Anna Kain, another office staff member with whom he had previously been in a relationship, more than 50 times before leaving a voicemail in which he threatened to kill her.

It took three months for the congresswoman from Cheshire to act, eventually signing a non-disclosure agreement, providing $5,000 in severance to Baker and assisting him in finding a job with the nonprofit organization Sandy Hook Promise.

Baker was Esty's chief of staff from 2014 to 2016. His spokesman denied many of the allegations.

Some lawmakers, including members of Esty’s own party, have called for her to resign.

On Monday Esty announced that though she will not run for re-election, she has no plans to resign. Read her full statement below:

"From being a room parent in a first grade classroom to serving on the library board, town council, state house and U.S. Congress, I went into public service to fight for equality, justice, and fairness. It is one of the greatest honors of my life that the people of Connecticut’s Fifth District elected me to represent them in Congress. However, I have determined that it is in the best interest of my constituents and my family to end my time in Congress at the end of this year and not seek re-election.

"Too many women have been harmed by harassment in the workplace. In the terrible situation in my office, I could have and should have done better. To the survivor, I want to express my strongest apology for letting you down. In Congress, and workplaces across the country, we need stronger workplace protections and to provide employees with a platform to raise concerns, address problems, and work to reduce and eliminate such occurrences, in the first place. In my final months in Congress, I will use my power to fight for action and meaningful change.


"I’m proud of the work I’ve done in Congress fighting for what’s best for Connecticut: working for gun violence prevention and safer communities for our children, supporting our veterans, and fighting for women’s equality and access to health care. On these critical issues and many more, there is still so much at stake for my district and for our nation. I intend to spend the coming months doing what I’ve always done: working hard each and every day for the people of Connecticut."

Esty asked that the Ethics Committee “conduct an inquiry into whether I have violated any law, rule, regulation or other standard of conduct applicable to a Member of the House.” A statement from her office also said Esty urged the full House to explore whether the rules and procedures for dealing with such matters need to be further revised and strengthened.

Police Investigating Stabbing in New London

Police are investigating a stabbing Monday night at the DB Mart on Bank Street in New London.

Investigators learned of the stabbing when they were called to Lawrence + Memorial Hospital at 11:44 p.m. after a car brought the victim in to be treated after he was stabbed several times.

The victim’s injuries are serious, but not life-threatening, according to police. They said the attack does not appear to be random.

Police are investigating.

Southington Couple Arrested After Ill Dogs Were Found Abandoned: PD

A Southington couple has been charged with animal cruelty after dogs were found abandoned in a basement, according to police. Authorities said two of the dogs were so sick that they had to be euthanized.

The Southington Animal Control Division launched an investigation on Feb. 21 after receiving reports that three dogs had been abandoned in the basement bedroom of a raised ranch, police said.

One of the three dogs had already been removed and animal control found the two remaining dogs, which were covered in fleas, living in uninhabitable conditions. Police said trash and feces covered the floor.

The other dog was at another residence. It was also infested with fleas, emanating an unhealthy smell and it was stained with urine and feces, police said.

Animal control took custody of all three dogs and provided veterinary care for them, but and veterinarian recommended that two of the dogs had to be euthanized because of their health and condition, police said.

The other dog, Sasha, is being cared for by Southington Animal Control. 

Police said they could find no proof that the dogs had been vaccinated. 

Jason Savage, 41, of Southington and his 38-year-old wife, Kelly Savage, were arrested at their home at 9 p.m. Monday and were charged with cruelty to animals, no dog rabies vaccination and failure to comply with dog ownership requirements. 

They were held on $5,000 bond are due in court on April 10.

Therapist Charged With Sexual Assault in Greenwich

A therapist has been charged with sexual assault in Greenwich after police received reports of an inappropriate relationship.

Police said they received a complaint in August that the victim had been involved in an inappropriate relationship with a local therapist, 62-year-old Dr. Kevin Root, of Riverside.

Police investigated and have charged Root with second-degree sexual assault and tampering with a witness.

Bond for Root was set at $75,000. He has been released and is due in court on April 23.

Man Robbed Ansonia Bank to Impress Taylor Swift: Police

A Derby man suspected of robbing a bank in Ansonia told police he had a crush on Taylor Swift and committed the robbery because he wanted to impress her, according to the police report.

Police said they arrested 26-year-old Bruce Rowley, of Derby, Thursday after two people identified him as the person who robbed the Webster Bank at 200 Division St. in Ansonia the day before.

Police then obtained an arrest warrant and search warrants for Rowley’s home and 2001 Jeep Grand Cherokee and entered the Jeep into a nationwide database as wanted.

Rhode Island State Police spotted Rowley driving the Jeep south on Interstate 95 and tried to stop the car, but he led Rhode Island state troopers in a chase that eventually entered Connecticut, police said.

Connecticut state troopers from Troop E in Montville joined in the pursuit and the chase ended at exit 89 on I-95 in Connecticut after they used spike strips to flatten the tires on the Jeep.

Police said a Rhode Island State Police K9 bit Rowley in the arm while authorities were taking him into custody.

After he was arrested, Rowley confessed to committing the robbery, according to police.

While he was being transported back to the Ansonia Police Department, he said he planned on donating some of the money he stole from the bank to Ansonia police, according to police.

He went on to say he had a “crush” on Taylor Swift and wanted to impress her, so he robbed the bank, drove to her house, threw some of the money that he stole from the bank over the fence and tried to contact the singer, but she wasn’t home, the police report says.

Rowley has been charged with robbery in the second degree and larceny in the fourth degree.

Online court documents say he remains in police custody and is due in court on May 8. A public defender is representing him.

US Rep. Esty Speaks to NBC CT's Max Reiss

Speaking for the first time since announcing her decision to not run for re-election, U.S. Rep. Elizabeth Esty said she regrets the way she handled accusations against her former chief of staff.

"I am so sorry and I wish I could turn back the clock," Esty told NBC Connecticut political reporter Max Reiss.

On April 2, Esty announced she would not run for re-election amid criticism and pressure to resign after she admitted to keeping her former chief of staff on after he was accused of threatening another female staff member.

"I ran to serve, I did that in local office and if I tried to run for re-election, I think that would have become about winning and me and that's never what I wanted it to be about, and would have gotten in the way of actually trying to help people," Esty said.

On March 29, the congresswoman issued an apology for failing to protect the female employees who said Esty’s former chief of staff, Tony Baker, harassed them, including one woman who said she was punched in the back and received death threats.

The congresswoman said because a resignation would trigger the need for a special election over the summer that she is worried about "depriving the folks in the district of a vote in Congress."

Esty said time will tell whether her credibility and legacy has been significantly tarnished.

"I want to try to be helpful again so nobody else has to go through that," Esty said.  "I hope my example of the mistakes that I made and the problems the way the system was then and still is in Congress is something we can try to fix.  That's what 'Me Too' has been about."

Home Health Aide Stole $100K Worth of Rings: Police

A home health aide is accused of stealing several rings from a woman in her care in Stratford and police said the rings are worth more than $100,000. 

Police launched an investigation on March 18 when they received reports of suspected theft and have charged 32-year-old Nicole Passander, of Ansonia, with first-degree larceny. 

Passander was taken into custody on April 6, posted a $30,000 bond and she is scheduled to appear in Bridgeport Court on April 13.

Women Stole $800,000 from Elderly New Haven Woman: Police

Police have arrested two Terryville women who are accused of stealing around $800,000 from an elderly New Haven woman over several years and gambling away hundreds of thousands of dollars.

The victim suffered from alcohol addiction and the two women plied her with alcohol to cloud her judgment and changed the locks on the woman’s house, according to police.

Authorities said they obtained several warrants and suspect the theft was going on for approximately 10 years, but said the statute of limitations allows police to charge the suspects, 71-year-old Sandra Pelkey and 60-year-old Mary Jeannine Benedetto, for the provable crimes committed in the past five years.

The investigation began in June 2017, when a global financial crimes compliance investigator for Bank of America contacted police with concerns that one of his clients was being kept trapped in her home by “caregivers” and that there was an unexplained removal of funds from the victim’s accounts.

The victim’s wealth management advisor at Merrill Lynch, Pierce, Fenner & Smith, who had worked with the victim for approximately 20 years, expressed similar concerns about a change in her client’s spending patterns.

Police interviewed the victim and learned that she employed Benedetto as caregiver. The victim also told police that Benedetto’s acquaintance, Pelkey, was a carpenter and had been hired to renovate her home.

Police and a social worker began to investigate further. Police said that after a nine-month investigation, police determined there were multiple suspicious transactions draining hundreds of thousands of dollars from the victim’s accounts and into the hands of Pelkey and Benedetto.

On top of that, the victim’s daughter told police her mother had struggled with alcoholism, and she believed Benedetto and Pelkey may have been purposely supplying her mother with alcohol. The victim’s daughter also told police that her mother did not have the access code to her own home and she had to ask Pelkey to be let in. The home was also fitted with a surveillance system to keep watch on the victim, according to police.

Investigators determined that Pelkey and Benedetto made frequent trips to Mohegan Sun Casino to gamble, and that the casino trips appeared to coincide with the withdrawals from the victim’s accounts. Police determined that both suspects had player’s accounts. According to those accounts, Pelkey had lost over $16,000 gambling at the casino, and Benedetto had lost over $751,000, police said.

Additionally, police said during the investigation detectives uncovered information that suggests that Pelkey and Benedetto used a similar scheme to steal from an elderly resident of West Haven, but he never pressed charges. That information was turned over to West Haven police.

Police secured arrest warrants claiming that Pelkey and Benedetto controlled the victim and stole funds from her for years, and used much of the money to gamble. Pelkey is accused of stealing $22,712.66. Benedetto is accused of stealing $594,960.71.

Both Benedetto and Pelkey were charged with first-degree larceny and conspiracy to commit larceny.

The victim in this case died on April 5, 2018.

“Such victims lose faith in the world and the system that was supposed to protect them, for even if the perpetrators are caught and ordered to pay restitution, many offenders use any means necessary to avoid paying, often liquidating their assets and hiding them out of reach or declaring bankruptcy,” New Haven police said in a media release.

Norwich Garage Fire Investigated as Possible Arson: Police

Norwich police and fire officials are investigating a fire at a garage over the weekend as a possible arson.

Police said crews responded to the fire 88 Prospect Street around 11:30 p.m. Saturday. When firefighters arrived they found heavy fire at a six-bay garage.

No injuries were reported, but the garage suffered major damage.

The fire marshal has ruled the cause as undetermined. Police said they are investigating the incident as a possible arson.

Man Charged With Attempted Murder in New London Shooting

A man accused of shooting a customer at a convenience store in New London in March has been charged with a attempted murder.

The suspect, Taj Johnson, 23, is accused of shooting a customer in their back at the Ravi Petro Food Mart at 290 Broad Street around 1:40 a.m. on March 12.

The victim was taken to Lawrence + Memorial Hospital then airlifted to Yale-New Haven Hospital for treatment.

Later in the morning, police were notified about a fight between two men at the New London Library on Huntington Street. When police got to the scene, it was reported that one of the men had a firearm and had fled.

Police eventually located the man and identified him as Johnson.

Police said a stolen .380 semi-auto pistol was found on Johnson during his arrest. At that time he faced charges include threatening, breach of peace, assault, possession of a firearm by a convicted felon and possession of a pistol without a permit.

At a court appearance Tuesday, Johnson was served an arrest warrant charging him in the shooting. He is charged with attempted murder, first-degree assault, criminal possession of a firearm, unlawful discharge of a firearm, and reckless endangerment.

Johnson is in the custody of the Department of Correction. He is held on a $1 million bond.

Adult film actress Stormy Daniels is cooperating with federal investigators looking into a $130,000 payment she received from President Donald Trump's personal attorney, multiple sources familiar with the proceedings told NBC News.

The cooperation is in connection with a broader federal probe of the attorney, Michael Cohen, which triggered a raid on his office and hotel room on Monday.

Sources told NBC News the search warrants were executed by the FBI and federal prosecutors in New York in coordination with special counsel Robert Mueller's team.

Higganum Woman’s Check Cashed Three Times

A Higganum woman turned to NBC Connecticut Responds when a check she wrote wound up cashed and cleared by her bank three times.

“They’re my bank. They should be protecting me. They should be protecting my interest and my money,” Kelly Moyher said.

The troubles began in July, when Moyher hired someone through Thumbtack.com and paid him $500 to get rid of the clutter in her garage.

“Well, it was some heavy lifting, definitely. Something that was going to take me alone to do, at least several days. So, I was looking to get it done,” added Moyher.

Moyher told us the worker instructed her to write the check out to his fiancée.

“Yeah, it definitely set off, yeah know, a little bell. But he’s a younger gentleman and I thought maybe he doesn’t have his own account or something like that,” Moyher said.

Moyher’s bank statement shows the $500 cleared her checking account with Webster Bank in September. Then, a month later, check number 2988, that same check she wrote to the worker, cleared her account a second time.

She said the bank reimbursed her account several days later.

“I was really upset, you know, it’s tricky to know who to trust these days,” said Moyer.

Moyher said she then discovered that check number 2988 cleared a third time in November at a TD bank branch.

“This time it was altered. The amount was altered for $1500 and the bank didn’t catch it,” Moyher said.

That transaction resulted in overdraft fees and other charges. Moyher filed a fraud report with Webster and opened a new checking account at a different bank.

To balance the account, Moyher said Webster credited her $500 while the investigation was underway. But that only made up the amount the check was originally written for, not the altered amount. After going back and forth with her bank, Kelly asked NBC Connecticut Responds to intervene.

“It wasn’t until I did contact NBC that very day I believe they did put a $1,000 back into my account,” said Moyher.

A spokesperson with Webster bank provided this statement to NBC Connecticut Responds:

"Webster began working closely with Ms. Moyher as soon as became aware of the issue. Based on a review of our records, we believe, at this point, we have completely reimbursed her the full amount related to this matter. We are sorry for any inconvenience this may have caused, and hope that we have reached a satisfactory conclusion."

We reached out to TD Bank regarding this incident. A spokesperson released this statement to NBC Connecticut Responds:

"Due to privacy concerns, we do not discuss the account activity and related facts pertaining to particular customers. However, I can tell you that TD Bank takes allegations of fraud very seriously and investigates customer complaints such as this, and makes determinations, based upon the specific facts."

CCSU Investigating Misconduct Allegations Against Professor

Central Connecticut State University is responding after a student-run newspaper published a report alleging sexual misconduct against a professor.

Freshman Rachael Devellis said she read the article in the school’s paper, The Recorder, and people are talking about it.

“I just heard that people are shocked,” she said. “It seems like it was kind of a while ago and we’re just hearing about it now.”

The article details accusations of sexual misconduct by a professor -- some dating back as far as 2004.

“I was pretty surprised to hear it,” freshman Alexandra Opoka said.

The university put out a statement from President Zulma R. Toro in response to the article saying in part, “What I read in the article is truly disturbing and surprising to me. It does not represent who we are as a public institution of higher education or who we are as faculty, mentors, and advisers.”

It goes on to say they are conducting multiple investigations using internal and external resources.

“As part of our due diligence, I have also asked an external agency with experience in situations of this nature to conduct a full investigation. Once I receive the results of these investigations, I will determine the next steps and will keep you informed,” the statement read.

A spokesperson for CCSU told NBC Connecticut the professor is still employed at the university.

NBC Connecticut reached out the faculty member named in the article. He responded in an email.

“All of these allegations have already been dealt with by the university. I am happy to participate in any further investigations,” he wrote.

NBC Connecticut asked CCSU to respond to the professor’s statement. We have not yet heard back.

Students we spoke to said they want to know more.

“I know our university is having a Me Too panel,” Cardono said. “So maybe this is something that will be discussed more with this allegation.”
