Staten Island Man Accused of Sexual Assault in Greenwich

Greenwich police have arrested a man from Staten Island, New York, after they received a report of a sexual assault in June.

Detectives said they conducted an extensive investigation and developed probable cause for an arrest warrant for 37-year-old Gionni Scaltro for charges including sexual assault, threatening, unlawful restraint and breach of peace.

On July 26, New York Police Department arrested Scaltro for the warrant. On Tuesday, officers from Greenwich police responded to Richmond County Supreme Court in Staten Island to extradite Scaltro back to Connecticut.

He was released on a $75,000 bond and is scheduled to appear in court on Wednesday.

Victim Beaten and Restrained During Greenwich Home Invasion

Greenwich police are investigating a violent home invasion over the weekend in which the victim was tied up and beaten and officers have arrested one suspect. 

Officers responded to a home on Brook Drive around 3 p.m. Saturday and found the victim restrained and bleeding. 

He said several armed intruders had forced their way into his home and demanded cash and jewelry. 

Police said the evidence suggests the home invasion was targeted and not a random act.

Investigators identified 46-year-old Hassan Washington, of New York City, as one of the suspects and obtained a warrant charging him with home invasion, first-degree robbery, first-degree kidnapping, first-degree assault and sixth-degree larceny. 

Officers from the FBI and the New York Police Department arrested him and he is being held in New York pending extradition to Connecticut. 

Police said more arrests are expected.

Shots Fired at NY Hospital in Murder-Suicide Attempt

An apparent murder-suicide attempt locked down Westchester Medical Center Wednesday as gunfire erupted on the fourth floor of the 652-bed hospital in Valhalla, law enforcement sources familiar with the case tell News 4.

A call about the shooting at the hospital on Woods Road came in shortly after 9:30 a.m. Officials say the gunfire was contained to a single room, though it wasn't clear who was in the room at the time. It also wasn't clear how many people may have been hurt, but the situation was contained within an hour. 

"There is no ongoing threat to anyone at the hospital, or any other medical institution," the Westchester County Department of Public Safety said in a statement. "The Administration is in constant contact with law enforcement." 

A news briefing is expected later Wednesday.

Ground footage from the scene showed the huge facility crawling with law enforcement officers, yellow police tape cordoning off the scene.

News 4 spoke with Joel Brown who was working in the burns unit when he found out about the shooting. "I look outside the window of the burns unit and I saw a whole lot of nurses and doctors running outside on their cellphones," he said.

His colleague said she didn't hear an announcement about the shooting over the loudspeaker, rather she heard from a co-worker that there was an active shooter in the hospital. "We were in shock," she said.

According to the hospital's website, Westchester Medical Center treats more than 120,000 patients each year in every clinical specialty. It has six primary centers, including the Maria Fareri Children's Hospital. It's sprawling regional network serves the Hudson Valley and beyond, employing about 7,000 healthcare professionals including 1,200 physicians across its network. 

Wednesday marked the second hospital shooting in New York in a bit more than a year. In June 2017, a doctor and former Bronx-Lebanon Hospital employee walked into his ex-hospital and opened fire with an AR-15 rifle, killing a doctor and wounding five members of the medical staff and a patient before taking his life.

He was allegedly bent on revenge, angry over accusations of sexual harassment and sexual misconduct made against him by a female employee.

Police Investigating Damage Done at Richter Golf Course

Danbury police are investigating damage at Richter Park Golf Course that appear to have been caused by a car.

According to Danbury police, course staff reported damage to the course that occurred sometime between Aug. 5 and Aug. 6.

The staff reported that the damage appears to have been caused by a car driven on the fairways and greens.

The course manager estimates the cost to repair the damage to be thousands of dollars, police said.

Richter Park Golf Course is offering a reward for information that leads to a conviction.

'So Angry': Viral Video Captures Boston Man's Racist Tirade

Boston police’s civil rights unit said it is investigating an incident involving an MBTA Commuter Rail employee who was caught on camera launching into a expletive-laced racial tirade against a black couple on motorcycles, who had pulled over in his neighborhood Friday night due to a police detour.

Police said an officer was in Dorchester directing traffic at Adams and Chelmsford streets on Friday night after a crash when he heard a man screaming on Chelmsford Street. When the officer arrived, he allegedly saw a white man, identified as 54-year-old Paul Sheehan of Dorchester, screaming at two motorcyclists.

"You f------ animals, shooting m-----f------ in my neighborhood," the suspect was heard repeatedly screaming by the officer. "I pay a mortgage, get the f--- out of my neighborhood, this is my f------ neighborhood."

NeNe Judge, who was riding a motorcycle along her husband, also captured Sheehan's diatribe on cell phone video and posted it to social media. By Tuesday evening, the Facebook post had garnered nearly 600,000 views and was shared more than 17,000 times.

"The anger made me scared," Judge said. "He was so angry and I literally didn't do nothing to him."

The video footage also shows an officer stepping in between Sheehan and the couple, telling Sheehan "I don't care where she lives," as he tries to usher the man away.

Judge told the officer that she and her husband had pulled over to "figure out where they were and how to get where they were going" after getting lost because of the detour, police said. The couple then left the scene. 

"He really didn't want me in his neighborhood. Really didn't want me there," Judge said Tuesday.

According to police, about an hour and half after the incident, the officer noticed Sheehan walking up Adams Street repeatedly screaming, "F--- that n-----," and told him to stop.

Sheehan allegedly kept walking and then tried to pull down a traffic sign pole that was in the crime scene of car crash, repeatedly screaming "the f------ animals f------ my property."

Sheehan was arrested and charged with disorderly conduct. He was arraigned on Monday and released on personal recognizance. He is due back in court on Oct. 15. It's unclear if he has an attorney.

Boston Police Civil Rights Unit said Tuesday it is investigating the incident to determine whether additional charges will be filed against Sheehan.

MBTA Commuter Rail operator Keolis confirmed that Sheehan is an employee of the company, and that the matter is under investigation.

"As a local employer and a company providing a service to the public, we have absolutely no tolerance for this type of reprehensible conduct or language in or outside the workplace," a Keolis spokesperson said in a statement.

Former Canton Teacher Accused of Having Sexual Relationship With Student

Canton Police have arrested a former high school teacher for sexual assault after learning of an inappropriate relationship between he and a student earlier this year.

Officers said they began investigating a complaint of an inappropriate sexual relationship between former Canton High School teacher Lindsey Barth and a student on June 25. School officials said Barth was put on administrative leave on July 3 and he resigned August 3.

Police arrested Barth on Tuesday. He is facing two sexual assault charges.

He was released on $100,000 bond and is scheduled to appear in court on August 21.

Police: Workers Found Dead at Md. County Fair May Have Overdosed

Two workers who were found dead at the Howard County Fair Tuesday may have overdosed, Maryland police say. 

An employee called Howard County police after learning that the two men were locked inside a bunkhouse on the fairgrounds. 

Firefighters forced their way into the bunkhouse and found the two men dead. One man was said to be in his 30s and the other was in his 40s. Both men were food vendor employees from out of state, according to police.  

Investigators found evidence of drug use at the scene. The cause of death will be confirmed through an autopsy, and police say there are no indications of foul play.

Man Shot in Penis in New Haven

A man was shot in the penis in New Haven Tuesday night and police are looking for the shooter or shooters. 

Police said they responded to the 400 block of Huntington Street at 8:49 p.m. Tuesday after ShotSpotter went off in the area. 

Then, at 9:01 p.m., security staff from Yale-New Haven Hospital reported to police that a 27-year-old New Haven man had been shot in the penis. 

Police spoke with the victim, but he wouldn’t answer the detective’s questions. 

Officers also interviewed the people who dropped the victim off at the hospital and said they knew nothing about the shooting. 

They told officers they had seen the man bent over, screaming that he’d been shot in the penis, so they gave him a ride to the hospital. 

Minutes after the victim had arrived at the hospital, police received a report that a Nissan Versa that had been stolen from Milford had crashed into a utility pole at Goodrich Street at Shelton Avenue. Investigators said video showed the crashed Nissan might have been involved in the shooting and there might have been more than one shooter. 

The caller who reported the crash said a female driver ran from the scene.

Shark Sighting Closes Cape Cod Beach for 2nd Consecutive Day

A Cape Cod beach has been closed for the second consecutive day due to a shark sighting on Wednesday.

The Head of the Meadow Beach in Truro will be closed until at least 1:15 p.m., according to officials.

It's been a busy week for shark sightings in the waters around Massachusetts. On Monday, one was spotted in the waters off of Plymouth, closing all beaches, and the other at Marconi Beach in Wellfleet, while one was spotted just off of the Head of the Meadow Beach around 11:30 a.m. on Tuesday.

Great white sharks have been seen in the waters off of Massachusetts since mid-June, and they're expected to hang out until October.

Experts urge swimmers to stay away from seals; to never swim, kayak or paddleboard alone; to avoid swimming at dawn and dusk; and to not wear jewelry while in the water.

Teen Shot While Playing Basketball in Stratford

A 16-year-old boy was shot while playing basketball on courts in Stratford Tuesday night and police are looking for the shooter. 

Police said the teen was injured in a drive-by shooting on Woodend Road around 7 p.m. 

The car was silver and might be a Honda. Police said it has a distinctive black front bumper and fled south on Woodend Road after the incident. 

The victim was treated at Bridgeport Hospital and is in good condition. 

Investigators are following up on several leads and ask anyone with information to call the Stratford Detective Division at 203-385-4119 or 4140.

Burglar Removes A/C to Get Into Stratford Home: Police

Police are investigating a burglary at a home on Marcroft Street in Stratford on Monday and said the burglar removed an air conditioning unit from a window to get in. 

Police said the break-in happened at 7:50 a.m. They have released a photo of a person of interest and said he was seen walking up and down the street on the morning of the burglary.

8-Year-Old Accused of Setting Fire in New London

An 8-year-old is accused of starting a fire in New London.

Police confirmed the minor was issued a summons for reckless burning and third-degree criminal mischief in connection with a vehicle fire at the Winthrop Square apartments on July 26.

New London Fire Marshal Vernon Skau confirmed the minor is 8 years old. The suspect was not identified due to the age.

No other information was immediately available.

Man Accused of Sexually Assaulting Young Girls in New Britain

New Britain police have arrested a man who is accused of sexually young girls and said he was out on bond after being charged in connection with two other sex-related offenses.

New Britain police arrested 33-year-old Nassir Mohamed Alsubai, of New Britain, on Sunday in connection with incidents that police said happened in 2003, when the victim was 8 years old.

He was charged with two counts of illegal sexual contact and sexual assault in the fourth degree and posted a $100,000 bond, police said.

On Monday, police again arrested Alsubai on a warrant charging him with seven counts of illegal sexual contact, four counts of sexual assault in the fourth degree and three counts of sexual assault in the first degree.

Police said that incident those charges were file in occurred in 2017 and the victim was 7 years old at the time. Alsubai was then held on a $500,000.00 bond.

Police said he was already out on bond for two other previous sex-related offenses in 2010 involving girls under the age of 13.

All of the victims were familiar with the Alsubai at the time of their assault, according to police.

Trump Admin. to Sanction Russia Over Skripal Poisoning

The Trump administration is hitting Russia with new sanctions punishing President Vladimir Putin's government for using a chemical weapon against an ex-spy in Britain, U.S. officials told NBC News Wednesday.

Secretary of State Mike Pompeo has signed off on a determination that Russia violated international law by poisoning Sergei Skripal and his daughter in March, the officials said. Although the U.S. joined European countries in publicly blaming Moscow within days of the attack, Trump's administration had never issued the formal determination that triggers automatic sanctions under a decades-old U.S. law on chemical weapons. 

The decision could bolster President Donald Trump's claim that despite the noise of the Mueller probe that he calls a "witch hunt," his administration has been tough on Moscow in practice and has hit hard when needed.

Ansonia Failed to Meet Requirements for Education Funding

The State Department of Education has notified the City of Ansonia that the city has failed to meet its minimum budget requirements (MBR) for public education funding for the 2017-2018 fiscal year and for the coming year, which could cost the city over $1 million in education grant funding if not made up.

Under Connecticut law, MBR prohibits a town from budgeting less for education than it did the previous year without demonstrating certain requirements, such as a reduction in aid or a decrease in enrollment.

In June 2017, the Ansonia Board of Alderman approved an education budget of $31.8 million for the 2017-2018 year, making the MBR $31.8 million.

In January 2018, the Board of Alderman slashed that budget by $600,000 down to $31.2 million, a move that led to a major dispute that escalated to the point of a lawsuit as school district leaders claimed schools might have to shut down early due to the budget crisis.

The city and Board of Education ultimately settled the lawsuit with a one-time deal of the city giving $500,000 to the Board of Education for the fiscal year.

The Board of Alderman in June also approved a $31.2 million budget for the 2018-2019 school year.

According to the state, that's not good enough.

The letter from the state, dated August 8, states that the city failed to meet its MBR for the 2017-2018 school year, and will also fail to meet its obligation in the current fiscal year unless it appropriates an additional $600,000 to the Board of Education. If the city fails to meet its MBR, it could result in a reduction to state grant money to double the amount - $1.2 million. If the city loses that funding, it would still be required to fund the Board of Education to the MBR level with local funds.

The letter went on to urge city leaders to work toward a solution at the local level before the state has to take enforcement action. The state also offered to meet with the city and school board to discuss a solution.

Woman Left 3-Month-Old in Hot Car in Vernon: Police

A woman is accused of leaving a 3-month-old child in a hot vehicle Monday afternoon in Vernon.

Police arrested 33-year-old Danielle Anna Hatch Monday.

Investigators allege that Hatch left the baby in a vehicle parked at the Westview Apartments on Monday, when temperatures reached over 90 degrees. A neighbor discovered the child and contacted police. The child was evaluated by EMS personnel but did not need a trip to the hospital.

Hatch was charged with risk of injury to a child, and leaving a child unsupervised in a public place. She was released on a promise to appear.
