Man Accused of Driving 17 Miles on I-395 in Wrong Direction

Connecticut State Police have arrested a man who is accused of driving the wrong direction for approximately 17 miles on Interstate 395 on Saturday.

Troopers said they received 35 separate 911 calls reporting a vehicle traveling southbound in the northbound lane on I-395 in Plainfield.

Troopers from multiple Troops responded in an attempt to locate the vehicle.

Police said the vehicle narrowly missed multiple State Police vehicles while traveling southbound in the northbound lane. As the vehicle approached exit 18, officers were able to deploy stop sticks and deflate three of the vehicle's tires.

According to police, the vehicle continued driving southbound at a slower speed until a trooper with all of their emergency equipment activated was able to get in front of it. The vehicle only stopped after it hit the front push bar of the cruiser. The vehicle did not damage the police car.

The driver of the vehicle, later identified as 37-year-old Kory Langan, of Nebraska, was transported to Troop E. He is facing charges including DWI, reckless driving, driving the wrong way on a divided highway, failure to obey the sign of an officer and reckless endangerment.

Langan was processed and later released on a non-surety bond. He will be in court on February 12 in Norwich.

Police said Langan traveled approximately 17 miles on I-395 in the wrong direction without hitting any other vehicles before being safely stopped by police.

Man Shot at New England Tractor Trailer Training School in Bridgeport

A man is in the hospital after getting shot multiple times at the New England Tractor Trailer Training School in Bridgeport on Saturday.

Bridgeport Police said 28-year-old Eric Salters, of New Haven, was shot at around 11:29 a.m.

According to police, Salters is a student of the school.

Evidence suggests that when Salters went to his car during class, he was confronted by a gunman, who opened fire on him without provocation, police said.

Salters was hit multiple times, including once in the head.

He was taken to Bridgeport Hospital, where he underwent emergency surgery. He is currently in critical condition.

The motive for the attack is unknown, officers said.

Broken Pipes Close Bridgeport School All Week

A school in Bridgeport will be closed all week after multiple pipes broke, officials said on Sunday.

According to school officials, Thomas Hooker School in Bridgeport will remain closed all week due to broken water pipes.

There is no word if the broken pipes damaged the inside of the school.

Kamala Harris Formally Launches Presidential Campaign in Oakland Calif.

Democratic presidential candidate Kamala Harris said Sunday that those in power are trying to turn people against each other, which she says is "not our America."

Harris, a first-term U.S. senator who announced her candidacy last Monday, rallied supporters outside City Hall in Oakland, her hometown and where she served as a prosecutor before becoming the state attorney general. The event was the formal kickoff for her campaign.

"We are here because the American Dream and our American democracy are under attack and on the line like never before," she said. "And we are here at this moment in time because we must answer a fundamental question: Who are we? Who are we as Americans? So, let’s answer that question to the world and each other right here and right now. America, we are better than this."

 Harris also said that racism, sexism, anti-Semitism, homophobia and transphobia are real in the U.S. "They are age-old forms of hate with new fuel. And we need to speak that truth so we can deal with it,"” she said.

Harris cast herself as the kind of leader who can unify the country and would fight for the needs of all Americans.

"I’m running for president because I love my country. I’m running to be a president by the people. Of the people. For all the people," she said and echoed the words she has used in courtrooms and has adopted as her campaign’s slogan: "My whole life, I’ve only had one client: The people."

The daughter of immigrants from Jamaica and India, Harris entered the race on Martin Luther King Jr. Day. Campaign aides say she has drawn inspiration from Shirley Chisholm, who in 1972 became the first black woman to run for president from a major party.

If Harris were to win the White House, she would be the first African-American woman and first person of Asian descent to be president.

Her first news conference as a candidate was on the campus of Howard University, the historically black college in the nation’s capital that she attended as an undergraduate. On Friday, she was in South Carolina to speak to members of the Alpha Kappa Alpha sorority, of which she is a member.

Harris’ campaign is expected to highlight her career as a prosecutor as part of her rationale for seeking the presidency. Harris was the first black woman elected district attorney in California, as well as the first woman, first African-American and first Asian-American to hold that job. Some of her tenure as attorney general, particularly relating to criminal justice, has come under early scrutiny.

Harris is among the first major Democrats to jump into what is expected to be a crowded 2020 presidential contest.

Sens. Elizabeth Warren of Massachusetts and Kirsten Gillibrand of New York have announced exploratory committees. Former Maryland Rep. John Delaney and Julian Castro, federal housing chief under President Barack Obama and a former San Antonio mayor, already are in the race.

Sens. Cory Booker of New Jersey, Sherrod Brown of Ohio, Amy Klobuchar of Minnesota and Bernie Sanders of Vermont may also run.

In her Oakland speech, Harris said she sees this year as an "inflection point" in American history and that she is best positioned to unite a divided country.

"Even though we have powerful forces trying to sow hate and division, the truth is that, as Americans, we have much more in common than what separates us," according to her prepared remarks.

After the rally, Harris planned to her first trip to Iowa as a presidential candidate. In the weeks before last November’s elections, Harris traveled to the leadoff caucus state to campaign on behalf of Democrats, and also visited other early-voting states.

Harris’s campaign will be based in Baltimore and led by Juan Rodriguez who managed her 2016 Senate campaign. Aides say the campaign will have a second office in Oakland.

First Alert: Winter Storm to Bring Accumulating Snow Before Wednesday Morning Commute

The NBC Connecticut meteorologists have issued a First Alert for our next winter storm that will bring accumulating snow Tuesday night through Wednesday morning. 

Snow will move in Tuesday evening and switch over to rain as we head through the overnight. Snow may remain in parts of interior Connecticut throughout the duration of the storm and that could lead to significant accumulation, especially in the hill towns of Litchfield county. 

Most of interior Connecticut is at risk for minor accumulating as you're heading out the door Wednesday morning. 

The storm pulls away late Wednesday morning and temperatures will plummet for our next arctic chill that will last into the weekend.

Coast Guard Families Enjoy Appreciation Lunch in West Haven

On Sunday, U.S. Coast Guard families came together, enjoyed a generous meal and tried to relax a little in West Haven.

“The last month has been very stressful,” said Amy Williams of North Branford.

Williams’ family was among those affected by the partial government shutdown.

They took part in a special appreciation lunch for Coast Guard workers who had not been paid and their families.

“This has been amazing. This has been unbelievable. The community outreach, the community support just brings tears to your eyes,” said Williams.

The event was hosted and organized by the West Haven Elks Lodge #1537.

“We felt they were still out there working for us and they had trouble putting food on the table and taking care of their own children,” said Mike Southworth, West Haven Elks Lodge #1537.

Southworth tells us after the lunch families could also bring home food and household supplies.

All of it was made possible through the community giving money or donating items.

“We have people stopping us in stores when we were shopping asking us what we were doing and just handing us cash to buy more things while we were in the stores,” said Southworth.

Southworth says just because the shutdown is over the need lingers, with families still having to catch up on bills.

And some are nervous about the deal to open the government.

“We all do think this is just a temporary fix and on the 15th of February we could be in the same situation,” said Williams.

Extra groceries were brought over to the Coast Guard station in New Haven.

That way those who could not make it here would also be taken care of.

Pedestrian Struck, Killed by Evading Vehicle in West Haven

A pedestrian who was hit by an evading vehicle in West Haven on Sunday has died.

Police said officers were dispatched to a vehicle versus pedestrian crash with injuries on Derby Avenue near Forest Road around 6:40 a.m.

Investigators believe the vehicle was traveling east on Derby Avenue when it hit a male pedestrian.

The injured pedestrian was transported to Yale-New Haven Hospital and was later pronounced dead, police said.

The West Haven Police Department's Major Accident Squad was called in to investigate the crash.

Anyone who may have witnessed the incident or who can assist in identifying the evading vehicle or operator is asked to call police at (203) 937-3925.

Police have not released the identity of the pedestrian.

Car Goes Into Huge Hole in Hartford Street

A car went into a huge sinkhole on Hillside Avenue in Hartford, between Colby and Exeter streets.

According to the Metropolitan District, there is break in a 12-inch water main and crews were shutting down the water main when a driver went around the MDC vehicles and crews and drove into the hole, which is near the water main break.

Police said MDC had not yet started digging in the area and an "inattentive driver" went around the repair crews and fell into the sinkhole. No injuries are reported. 

The water main that broke was installed in 1952 and it was shut down at 6:50 a.m., according to MDC.

Thirteen properties on Hillside Avenue, between Colby and Amherst streets, are affected by the shutdown.

Former Fairfield Convalescent Home Patient Accused of Sexually Assaulting Non-Verbal Patient

Fairfield Police have arrested a former patient of a convalescent home in the Southport section of town who is accused of sexually assaulting another patient at the facility.

An employee of Regal Care of Southport, a convalescent home, said that a male patient, later identified as 57-year-old Elias Saldana, was seen leaving the room of an elderly non-communicative patient, police said. After further inspection of the 75-year-old patient, the employee found the woman's adult diaper was open and immediately notified officers in January of last year.

Police investigated the incident and examined scientific evidence, interviewed staff members, interviewed family members and interviewed the suspect.

According to police, during the investigation, family members told officers that there were multiple previous incidents involving Saldana accessing the woman's room, specifically against the family's wishes.

The family told officers that Regal Care of Southport assured them that a safety plan was in place to prevent Saldana access to the woman, who police said is non-verbal and non-ambulatory.

Investigators later determined that Saldana illegally accessed the woman's room and sexually assaulted her, police said.

Police arrested Saldana, who is a former patient of the facility, on Monday, January 21. He is facing charges including multiple counts of sexual assault, and single counts of reckless endangerment and burglary.

Saldana was held on a $100,000 court set bond and is scheduled to appear in court on Tuesday.

Vernon Police Searching for Endangered Missing Man

Vernon Police are searching for a missing man who they believe is endangered and they are asking for help to find him.

Police said 43-year-old Nashawn Harvey was reported missing Sunday and was last seen when he went to walk his dog around 7:45 p.m. Friday.

Harvey, who did not bring a cell phone with him, was walking in the area of Phoenix Street and Maple Avenue and the dog later returned home but Harvey did not, according to police. 

They are asking for the public’s help in locating him.

Harvey was last seen wearing a red hoodie, black Dickies pants, black sneakers and a black knit hat.

Anyone with information is asked to call Vernon Police 860-872-9126.

Police are also looking to speak to residents in the neighborhood who have home surveillance systems that might have captured images of Harvey.

Over 100 Infractions for Underage Drinking Issued at Hamden Restaurant

Over 100 infractions for underage drinking were issued to patrons at a Hamden restaurant on Friday.

Police said officers conducted a liquor compliance check at Clubhouse Cafe on Whitney Avenue.

Officers had received several complaints pertaining to underage drinking on the Hamden Police 411 tip line.

According to police, they issued an excess of 100 infractions to patrons that were under 21 years old.

The State Liquor Commission was also notified.

Mashantucket Pequot, Mohegan Tribes Announce Name of New East Windsor Casino

The Mashantucket Pequot and Mohegan tribes announced the name and released the logo for their new joint casino in East Windsor on Monday.

The joint entity created by the Mashantucket Pequot and Mohegan tribes, also known as MMCT Venture, said the new gaming and entertainment facility in East Windsor will be known as the Tribal Winds Casino.

“Tribal Winds Casino will be a great addition to the entertainment landscape of Connecticut’s Capitol Region,” said Mashantucket Pequot Tribal Council Chairman, Rodney Butler.

“Building on the iconic brands of our two flagship properties, Tribal Winds will be a world class gaming and entertainment facility that combines our shared past with the proud local character of East Windsor. This shovel ready facility will create jobs and bring in new revenue for the state the minute we break ground,” Butler continued.

The tribes also announced their hiring goals for the construction and operation of the new casino.

According to officials, Tribal Winds Casino is expected to support 5,000 jobs from the start of construction through the grand opening. At least 2,000 of the jobs will be for the building trades during construction and 2,000 will be permanent at the facility once it's operational.

The casino also anticipates supporting 1,000 indirect jobs at small business vendors, casino officials said.

At least 650 jobs will be specifically for Hartford-area residents, according to casino officials, including 325 in Hartford, 150 in East Hartford and 175 in East Windsor, Windsor Locks and other surrounding communities.

“We are ready to roll, to start construction and begin creating jobs and revenue. It’s taken a lot of time, effort and resources to get this this point. We’re excited to work with our partners in state government on the next phase of this exciting development," added Mohegan Tribal Council Chairman, Kevin Brown.

West Haven Woman Killed in New Haven Crash

A West Haven woman has died after a crash in New Haven on Saturday night.

Police responded to the intersection of Kimberly Avenue and Ella T. Grasso Boulevard around 11 p.m. after getting a report of a crash with injuries.

A Ford pickup truck driven by a 21-year-old New Haven resident and a Honda minivan driven by a 62-year-old West Haven resident had collided as one of the vehicles turned at the intersection, according to investigators.

A passenger in the minivan, later identified as 55-year-old Kathleen Farrell, of West Haven, was transported to Yale-New Haven Hospital, where she was later pronounced dead, police said.

Other occupants of the vehicles were treated at the scene and Yale-New Haven Hospital for non-life threatening injuries.

The New Haven Police Department Accident Reconstruction Unit is investigating the crash.

White Powder Found at State Office Building Was Dust: Officials

Hartford fire crews responded to investigate an envelope containing a white powdery substance at a building that houses state offices and determined it was just dust.

Crews responded to 410 Capitol Ave., which houses the Department of Public Health and the Department of Mental Health and Addiction Services, according to a sign on the building.

There they determined that the powder was dust from packing material and there is no cause for concern.

Officials from the Department of Mental Health and Addiction Services said the incident was not on a floor that their department occupies.

Fire officials said the scene was on “precautionary isolation” until they determined what the substance was.

Man Charged in Hartford's First Homicide of 2019

Hartford police have arrested a man in the city’s first homicide of 2019.

Police said 45-year-old John Bolton has been charged with murder in the death of 29-year-old Carl Spence. Spence was found with multiple gunshot wounds in the basement of a building on Laurel Street on January 8. He died at the hospital, police said.

Bolton was also charged with criminal use of a firearm and criminal possession of a firearm. He was arrested around 11:30 a.m. Monday and is currently being held on a $1 million bond.

He is due in court on Tuesday.

Proposed Bill Would Allow Firm High School Graduation Dates

Lawmakers are considering a bill that would allow high school seniors to graduate before the end of the school year in certain circumstances.

"For years school districts have been struggling with setting graduation dates," said State Rep. Christopher Davis.

He is proposing a bill that would allow school districts to set firm graduation dates.

"Schools can actually set that date and book venues to hold that graduation and those students would be able to graduate on time in person for their graduation," said Davis. "Under the current rules they could do that, but they would have to come back to school for three, four maybe even more days depending on how many school days take place."

If it passes, the graduation dates would be unaffected by things like snow days, even if it means seniors don’t complete the 180 day school year requirements.

It should also cut down on the cost of graduation. No longer will they have to book a facility, pay for different items and have to change those at the last minute like they would if there were snow days or other cancellations take place.

“I don’t have a problem with them fixing a firm date for the seniors otherwise I think we should make up snow days,” said George Coleman, Teacher at Conard High School.

The proposed bill has been passed on the Joint Committee on Education and will be up for public hearing, possibly in the next few weeks.
