A deadly shooting at an annual garlic festival in Gilroy, California has sparked reactions from President Donald Trump, California Gov. Gavin Newsom and other politicians.

As of Sunday three people were killed, including a 6-year-old boy, and 15 others were injured. Police shot and killed one suspect and are still searching for a possible second person involved.

Shortly after Trump tweeted, Gov. Newsom called the shooting "nothing short of horrific."

A garlic festival that attracts thousands annually in Gilroy, California became the scene of the latest mass shooting after a gunman opened fired on festivalgoers, killing three, including a 6-year-old boy, and wounding more than a dozen others Sunday — the third and final day of the festival.

Ryan Wallace, who was working as a vendor at the festival, described seeing the chaos unfold after the shooter walked up wearing military-style clothing, including a tactical vest, cargo pants and boots, looking "ready to do some damage."

"He just rose his gun up and started spraying out rounds all around," Wallace told NBC Bay Area.

As Wallace fled the gunfire, he said he "heard at least 15 or 20 shots" and hid under a trailer until being told to run.

[[513321122, C]]

Police shot and killed one suspect and were searching for a possible second person involved late Sunday night. Authorities had no information on a possible motive.

Another witness, Gloria Parker, told NBC Bay Area that her and others who fled the scene heard loud bangs and initially thought they were firecrackers.

The 6-year-old boy killed in the shooting was later identified as Steven Romero.

"My son had his whole life to live and he was only 6," the boy's father told NBC Bay Area. "That's all I can say."

[[513326792, C]]

The festival, now in its 41st year, is one of the largest food festivals in California and exists as an "annual family reunion" for locals, said Brian Bowe, executive director of the festival, at a press conference Sunday night.

"To have seen this event end this way this day is just one of the most tragic and sad things I have ever had to see," Bowe said.

In one video posted to Facebook, a man and his family hid behind a shuttle van as police sirens can be heard in the background.

[[513325532, C]]

"You're ok," Greg Degrandis can be heard saying to a person crying nearby.

A voice out of frame shouts "Get out!" before Degrandis climbs into the van.

"Oh my god. I've never seen experienced anything like this," Degrandis said as the family drives away. "I just hope nobody is hurt."

President Donald Trump, Gov. Gavin Newsom and other politicians reacted to the shooting on social media late Sunday.

Julissa Contreras, a witness who said she was a former police cadet, described the shooter as a man in his late 30s wearing what appeared to be military-style clothing, NBC News reported. He was firing what appeared to be a semi-automatic rifle, "kind of just going left to right and shooting whoever he could, honestly," she said.

President Donald Trump, Gov. Gavin Newsom and other politicians reacted to the shooting on social media late Sunday. Attorney General William Barr was briefed on the shooting, and the Justice Department is providing resources and monitoring the situation, a spokesperson said early Monday.

Police ID Man Killed in Officer-Involved Shooting in Hartford

Authorities have identified the man who was killed in a police-involved shooting in Hartford on Friday.

Interim Police Chief Jason Thody said a routine traffic stop took a dangerous turn after the suspect drove off, attempting to get on Interstate 84 West on the on-ramp off Capitol Avenue.

Police said officers were eventually able to stop the car using stop sticks during construction traffic congestion.

Once stopped, police said they approached the vehicle on foot and the only passenger in the car exited and surrendered.

The officers were in plainclothes, but were identifiable, according to the police chief.

The driver, later identified as 41-year old Alphonso Zaporta, of Windsor, then became engaged in a physical struggle with police. During the struggle, Zaporta gained control of one of the police officer's firearms, police said.

A different police officer, identified as Detective Zack Sherry, then fired multiple rounds at Zaporta. Zaporta later died from his injuries, according to police.

Sherry has since been placed on paid administrative leave. He has been a police officer in Hartford for 14 years and has no sustained citizen complaints and no disciplinary history, according to police.

Five officers were on scene when the shooting occurred and three of those officers had body cameras, which were recording, according to police.

Police said a separate loaded firearm, which was reported stolen from Springfield, Massachusetts, was located on Zaporta's driver's side floor.

Connecticut State Police and Tolland State's Attorney are now in control of the investigation.

“We want to get as much information out to the public as possible, and we appreciate today’s announcement that, following next-of-kin notifications, the State will now move expeditiously to release body camera footage and additional facts about the shooting as early as Monday," Hartford Mayor Luke Bronin said in a statement.

Police said the last deadly officer-involved shooting in the city was in 2012.

Anyone with information is asked to call police at 860-896-3230.

Trump Plan Didn't Note Threat to 500K Free School Lunches: Dems

The Trump administration determined that more than 500,000 children would no longer be automatically eligible for free school meals under a proposed overhaul to the food stamp program, but left that figure out of its formal proposal, NBC News reported, citing House Democrats.

The U.S. Department of Agriculture wants to crack down on eligibility for food stamps, estimating that 3.1 million Americans would lose benefits under the proposed rule that the agency unveiled on Tuesday.

The proposal, however, did not include the USDA’s own estimate that more than 500,000 children would lose automatic eligibility for free school meals under the proposed change, according to Rep. Bobby Scott, D-Va., chair of the House Committee on Education and Labor.

The agency declined to respond to questions about the rule’s impact, saying that it “cannot provide additional information during the public comment period,” a USDA spokesperson told NBC News.

An East Haven woman is due in court on Monday, accused of hitting two teens on a scooter and then driving off. An 18-year-old was killed and a 15-year-old remains hospitalized.

Judy Gomez, 55, is being charged with evading responsibility and will face a judge as a community deals with the death of the teen.

The crash happened Friday night on Tomlinson Bridge in New Haven.

According to police, 18-year-old Christopher Franco was driving a motorized scooter when he was hit by a car. Police said that car fled.

Authorities said Franco was killed. His 15-year-old passenger was taken to the hospital in critical condition.

Franco's family said they're thankful a good Samaritan noticed a damaged vehicle leaving the scene. It led to the arrest of Gomez.

Franco recently graduated from Common Ground High School. His family and friends said he was a good kid who was excited, fixing up his new scooter.

"He was always kind. He always helped everybody and he never wanted to see anybody down. I want everyone to know he was a good person and this shouldn't have happened to him at all," said Jayquise Avery, of New Haven.

Franco's brother said hours before the crash, Franco was so excited to get his first paycheck. He was an aspiring electrician.

Common Ground High School is opening its doors on Monday night from 4-6:30 p.m. for friends, teachers or anyone who wants to gather and talk about this painful loss.

Gas Company Announces $143 Million Settlement for Mass. Gas Explosions Lawsuit

The utility connected to the gas explosions that rocked three Massachusetts communities last year has agreed to pay $143 million to settle all class action lawsuits related to the disaster.

Columbia Gas and its parent company, NiSource Inc., announced the settlement Monday morning. The plaintiffs includes thousands of Andover, North Andover and Lawrence residents and businesses impacted by the disaster.

"Today marks another important step forward, as we continue to fulfill our commitment to residents and businesses," NiSource CEO and President Joe Hamrock said in a statement.

The Sept. 13 explosions displaced about 8,000 people, killed one man and injured nearly two dozen others. Thousands of customers were left without natural gas service, including heat and hot water, during the winter months.

Fifty miles of underground gas mains were replaced in the Merrimack Valley following the tragedy. The explosions were blamed on over-pressurized natural gas lines.

Crews took months to fix the damaged pipelines as thousands of families were to face cold winter months with no gas or hot water. As a temporary fix, the National Guard delivered hot plates and space heaters to displaced residents. Gift cards provided by Columbia Gas were also given to community members so they could buy groceries.

Following the series of explosions, the three communities came together as food banks opened to cater to displaced residents, an MSPCA shelter opened its doors to pets and volunteers offered their time to help at a claims center.

The settlement is part of the $1 billion in funds dedicated to address the disaster relief. Columbia Gas says it is continuing to process claims made in connection to the explosions.

Stop & Shop to Eliminate Single-Use Plastic Bags at Checkout This Week

Starting this week, Stop & Shop will eliminate single-use plastic bags at checkout at all store locations in the state.

The new policy, which begins on Thursday, is designed to help customers transition away from using single-use plastic bags. The store hopes customers will get in the habit of using reusable shopping bags instead.

“We know that the environmental impact of plastics is something our customers and communities care about here in Connecticut, so we’re eliminating single-use plastic bags well ahead of the state mandated timeline – and we’re also placing a 10-cent fee on paper bags to encourage our customers to make the switch to reusable,” said Rudy DiPietro, SVP of Operations, Stop & Shop.

Stop & Shop plans to give a free, reusable bag to any customer who brings in one or more single-use plastic bags to their store for recycling. The store said there is a limit of one reusable bag per customer per visit, while supplies last.

The plastic bags that are collected will be recycled into composite wood, which can be used for decking, park benches and playground equipment, store officials said.

During the month of August, Stop & Shop will offer free paper bags for customers. Beginning on September 3, there will be a 10-cent fee on paper bags.

“We also appreciate the fact that it’s going to take our customers time to make this adjustment, so we’re waiving the fee on paper throughout the month of August at most stores, offering reusable bag giveaways, and doing everything we can to help make the transition an easy one,” DiPietro added.

Thursday marks the start of a new tax, where retailers will charge 10 cents for each single-use plastic bag.

Single-use plastic bags are expected to be phased out completely by July 2021.

There are 91 Stop & Shop stores across the state.

Portland Police have arrested a man who is accused of breaking into a woman's home and strangling her early Sunday morning.

Officers investigated a domestic violence incident that happened at an apartment around 12:45 a.m.

Police said 27-year-old Andrew Johnson, of Milford, forced his way through a window into the woman's apartment. He and the woman knew each other, officers added.

Once he was inside, authorities said Johnson pointed a loaded gun at her and threatened to kill her.

He then forced her onto a bed and choked her with his hands until she passed out, experts added.

Police said he also physically assaulted the woman's head.

At one point, the woman was able to escape and ran to the Portland Police Department, where officers met with her. Officers immediately responded to the apartment and found Johnson leaving a rear door, police said.

He was taken into custody without incident.

Officers at the scene said they found two loaded guns and several loaded magazines on him.

Johnson is facing multiple charges including home invasion, strangulation, unlawful restraint, reckless endangerment, threatening, assault with a firearm, disorderly conduct and interfering with an emergency call.

He was held on $500,000 bond and appears in court on Monday.

A grasshopper swarm in the Las Vegas Valley of Nevada has been so thick at times that the National Weather Service says it's likely showing up on weather radar, NBC News reported. The NWS also warned motorists it could impact visibility on area roads.

The swarm has been showing up in recent days in Sin City and at times has had the pallid-winged creatures raining down on streets and rooftops.

State entomologist Jeff Knight said in a news conference Friday the grasshopper population was likely nourished by the Southwest's relatively wet winter and spring. He said the insects are relatively harmless and will likely stay for a few more weeks before continuing to migrate north.

A Complete Guide to 2020 Democratic Primary Debates

0
0

With the first Democratic debate of the 2020 presidential election in the bag and the next debate taking place this week, here's a primer with information on what you should know.

When and How to Watch the 2020 Democratic Presidential Debates

The Democratic National Committee has approved up to 12 debates. Six debates are scheduled in 2019 and six more set for 2020. NBC News went first which makes CNN's debate next.

CNN will host its debate on July 30 and 31 from Detroit, Michigan. Ten candidates are debating from 8 p.m. to 10 p.m ET each night. Qualifying rules are the same as they were for the first debate (more on that below).

The debate will air on CNN, CNN en Español and CNN International. The network said it will not require a log-in from a cable provider for accessing its live debate stream.

Candidates will be allowed opening and closing statements, 60 seconds to answer questions from moderators and 30 seconds for responses and rebuttals. In contrast to NBC News' debate, CNN said its would not include "show of hands" questions or ones calling for one-word answers. The network also vowed to reduce time for candidates who repeatedly interrupt.

ABC News will host the third presidential debate on Sept. 12 and 13 in Houston and also air it live on Univision with a Spanish translation. This debate will be harder to qualify for than the first two (more on that below).

The first debate, sponsored by NBC News, MSNBC, and Telemundo, took place on June 26 and June 27 at the Adrienne Arsht Center in Miami, Florida. Watch everything each candidate said on night one and night two

So...Who Won the First Democratic Debate?

That's ultimately for the voters to decide. Kamala Harris received an initial bump in the polls and Joe Biden slid, according to some polls. Here is how NBC News' political team assessed the hopefuls on round one and round two.

How Candidates Qualifed for the First Two Democratic Presidential Primary Debates

In February, the DNC published specific debate guidelines spelling out what  candidates have to do to participate.

Democratic candidates may qualify for the first and second debate by meeting one of the two following sets of criteria:

Criteria 1- Polling Method: Participants must register 1% or more support in three polls (which may be national polls, or polls in Iowa, New Hampshire, South Carolina, and/or Nevada) publicly released between Jan. 1, 2019, and 14 days prior to the date of the debate. Qualifying polls will be limited to those sponsored by one or more of the following organizations/institutions: Associated Press, ABC News, CBS News, CNN, Des Moines Register, Fox News, Las Vegas Review Journal, Monmouth University, NBC News, New York Times, National Public Radio (NPR), Quinnipiac University, Reuters, University of New Hampshire, Wall Street Journal, USA Today, Washington Post, Winthrop University. Any candidate’s three qualifying polls must be conducted by different organizations, or if by the same organization, must be in different geographical areas.

Criteria 2 - Grassroots Fundraising Method: Candidates may qualify for the debate by demonstrating that the campaign has received donations from at least (1) 65,000 unique donors; and (2) a minimum of 200 unique donors per state in at least 20 U.S. states.

If more than 20 candidates qualify, here is how a tiebreaker would work, according to NBC News. Candidates who meet both the polling and fundraising criteria would get preference. If that still doesn't winnow the field, then preference goes to candidates with the highest polling average.

How Candidates Will be Selected for Future 2020 Presidential Debates

For the third debate, the DNC is essentially doubling the polling and fundraising thresholds set for the first two debates — and requiring candidates to meet both standards, instead of just one or the other, NBC News reported.

Candidates will need to register at least 2 percent in four major polls conducted this summer and receive donations from at least 130,000 individual donors, including at least 400 in 20 states.

Who Will Moderate the 2020 Presidential Debates?

CNN's Dana Bash, Don Lemon and Jake Tapper will moderate the second debate on July 30 and 31, the network reported.

There were five moderators for the first debate: "TODAY" co-anchor and NBC News chief legal analyst Savannah Guthrie, "NBC Nightly News" and "Dateline" anchor Lester Holt, "Meet the Press" moderator and NBC News political director Chuck Todd, MSNBC host Rachel Maddow and "Noticias Telemundo" and "NBC Nightly News Saturday" anchor José Diaz-Balart.

Holt moderated for both hours. Guthrie and Diaz-Balart co-moderated for the first hour, while Todd and Maddow joined Holt for the second hour, NBC News said.

Specific hosts and moderators have not yet been revealed for subsequent debates.

The DNC has said it will have at least one female and non-white moderator at each Democratic presidential debate.

"The DNC is committed to an inclusive and fair debate process," DNC senior adviser Mary Beth Cahill told Refinery29, which first reported the debates will have at least one female moderator. "That means that all 12 DNC sanctioned debates will feature a diverse group of moderators and panelists including women and people of color, ensuring that the conversations reflect the concerns of all Americans."

HuffPost later reported that the debates will also include at least one person of color as a moderator, who could also be the same person as the female moderator.

Three people were killed, including a 6-year-old boy, and 12 others were wounded Sunday after a gunman cut through a fence to avoid security and opened fire at the Gilroy Garlic Festival in Gilroy, California.

The other two people killed in the shooting have been identified as a 13-year-old girl and a man in his 20s, police said.

The gunman, who was shot and killed by police, has been identified as Santino William Legan, a federal law enforcement official confirmed to NBC News. Police in a news conference Monday said the gunman used an AK-47 type assault rifle purchased legally in Nevada on July 9.

"This is a tragic incident for our community," Gilroy Mayor Roland Velasco said. "On behalf of the city and the Gilroy City Council our thoughts and prayers go out the victims and families."

There were reports that a second suspect may have been involved in the shooting. Police are still trying to determine if that is the case.

"We don't have any confirmation that any second suspect did any shooting, but we certainly are investigating all leads to try to determine who that potential second suspect is and what exactly that person's role was," Gilroy Police Chief Scot Smithee said Monday.

A motive behind the shooting remains unknown, Smithee said.

The 6-year-old boy who died was identified as Steven Romero by members of his family.

"My son had his whole life to live and he was only 6," his father Alberto Romero told NBC Bay Area. "That's all I can say."

Police and emergency personnel responded to reports of an active shooter incident at Gilroy's Christmas Hill Park at around 5:40 p.m. PT, Smithee said. Officers engaged the suspect and killed him within a minute.

Witnesses reported seeing a potential second suspect, and as of early Monday morning the scene was still active, with multiple agencies searching for the possible outstanding suspect, according to Gilroy police.

Late Sunday, officials said 15 people were injured in the shooting. They later clarified to say 12 people were hurt.

Officials with Santa Clara Valley Medical Center said they received five victims from the shooting, including two major trauma victims from St. Louise Hospital in Gilroy.

St. Louise initially received six gunshot wound victims, and of the four that remained there, one died, a hospital spokesperson said.

An official with Regional Medical Center in San Jose said the hospital received four victims, one of whom was in critical condition.

One witness told NBC Bay Area he was on his way out of the festival when he felt a bullet pass by his head, and when he turned around, he saw everyone running.

Another witness said some people were stranded at nearby Las Animas Elementary School.

San Jose police and fire units responded to the scene to assist, according to a tweet from Mayor Sam Liccardo. Santa Clara County Sheriff's deputies also were on scene, along with California Highway Patrol units.

For those searching for loved ones, a reunification center was set up at nearby Gavilan College in parking lot B, according to Gilroy police.

President Donald Trump, Gov. Gavin Newsom and other political leaders reacted to the shooting on social media late Sunday.

Attorney General William Barr was also briefed on the shooting, and the Justice Department is providing resources and monitoring the situation, a department spokesperson said early Monday.

The festival, now in its 41st year, is a local tradition that attracts thousands annually. It was wrapping up its third and final day when reports of the shooting came in.

NBC Bay Area's Laura Garcia, Marianne Favro, Robert Handa and Janelle Wang contributed to this report.

Murphy Says He's Unfollowed Trump on Twitter

Sen. Chris Murphy tweeted on Sunday that he was unfollowing President Donald Trump on Twitter because his feed was “hate-filled, racist and demeaning.”

The president regularly uses Twitter to reach the public. Democrats have condemned several of the president’s recent tweets as racist.

On Saturday the president lashed out in tweets against Rep. Elijah Cummings, the powerful House Oversight Committee chairman, claiming his Baltimore-area district is "considered the worst run and most dangerous anywhere in the United States." He described the majority-black district as a "disgusting, rat and rodent infested mess.”

Earlier this month, Trump called on four Democratic congresswomen of color to get out of the U.S., writing “Why don’t they go back and help fix the totally broke and crime infested places from which they came.”

Democrats and blasted the tweets as demeaning and racist and some Republicans also spoke out against the comments, but the president held fast, defending and doubling down on his comments.

Murphy has been a vocal critic of many of president Trump’s policies as well as comments the president has made.
