Former Cromwell High School Soccer Coach Accused of Sexually Assaulting Student

A former Cromwell High School assistant soccer coach is accused of sexually assaulting a student athlete.

Philip Russo, 41, of Bloomfield, turned himself into police on Wednesday. He is charged with second-degree sexual assault. The charges stem from an investigation into allegations Russo had a sexual relationship with a student athlete.

Russo resigned from his position with the Cromwell School District in May.

He was released on a $200,000 bond and is scheduled to appear in court on November 5.

Cromwell Public Schools Superintendent Enza Macri released the following statement:

"The district has been made aware of the alleged inappropriate conduct between a former coach and a student. We are fully cooperating with the Cromwell Police Department. As always, the safety of our students continues to be our number one priority."

Windsor Locks Murder Suspect Fired Dozens of Shots: Arrest Warrant

A suspect accused of shooting a man who was dating his ex-girlfriend in the hallway of Windsor Locks apartment building has been charged with murder, police said Wednesday.

Antwon Barnes, 38, of Windsor Locks, is suspected of shooting 35-year-old Leroy Jefferson, of Hartford. Investigators said the suspect fired more than 40 times. Jefferson died of his injuries.

Barnes is charged with murder, criminal attempt at murder, and first-degree larceny.

Windsor Locks police responded to a 911 call around 10:50 a.m. Tuesday and found Jefferson just outside the doorway of 131 Old Colony Road. He had been shot several times, including in the head, and was pronounced dead at the scene.

Investigators said Barnes, who lives in the Old Colony Road building, confronted Jefferson in the hallway and shot his multiple times. Police said Barnes also pointed the gun at a woman the victim was with and pulled the trigger, but the weapon did not fire.

According to police, Jefferson was dating Barnes' ex-girlfriend, who Barnes has a child with.

According to the arrest warrant, the woman told police she and Barnes had dated for years but broke up several months before the shooting and live in separate apartments in the same building. She said Barnes confronted her and Jefferson in the hallway and that he had “a look on his face I had never seen before.”

“Barnes said something like ‘[expletive] this’ and then he proceeded to pull out a gun out of his waistband and began shooting at Jefferson,” the arrest warrant reads.

According to the woman, Barnes shot Jefferson multiple times and also pointed the gun at her and pulled the trigger, but it did not fire. According to the arrest warrant, Barnes pulled a second gun from a bag he was holding and began shooting Jefferson in the head.

Barnes fled in his Nissan Pathfinder, which he parked, then stole another car, according to police. He called the woman and a Windsor Locks police officer spoke with him and persuaded him to turn himself in.

The suspect was in Hartford and turned himself in to a police officer and a detective at the Hartford Public Safety complex on Tuesday afternoon, according to police. According to the arrest warrant, he told police he was heading to the shooting range when he saw his ex with Jefferson. He could not remember how many shots he fired.

“Barnes stated after the first shot everything went blurry, then he stated that he thinks it went blurry before that. He then stated that he just wanted to go to the shooting range. He stated that if he just never went back to go get the other gun that none of this would have happened,” the arrest warrant states.

Barnes remains in the hospital on police watch. His bond was set at $2 million.

DEEP Suggests Testing Some Wells for PFAS

For the first time since the firefighting foam spill in June, the Department of Energy and Environmental Protection is making it clear that it disagrees with a draft report from Signature Flight’s consultant that no drinking water wells should be tested for PFAS.

“We all deserve good freshwater,” Richard Wagner said.

Wagner lives uphill from where foam came out of a manhole on Rainbow Road but agrees with DEEP’s recommendation to sample private drinking water if PFAS is found in the soil around them.

“They’re our citizens and our responsibility,” Windsor Mayor Don Trinks said.

Trinks said the town will foot the bill for water well sampling if necessary.

Each sampling costs around $500 but Trinks said you can’t put a price tag on piece of mind. He and Rep. Jane Garibay now set to hold a second public information session on the PFAS process next week.

“I’m hoping at this time we’ll have more answers, we have more answers on the well and more answers on the fish,” Trinks said.

Last week results taken from fish from the Farmington River showed elevated levels of PFAS. Garibay agrees with DEEP’s recommendation to first test the soil in hopes that it can’t make its way to resident’s water.

“It will show there first before even makes it to the well so the reasoning is if we get it when it’s in the dirt stage maybe that could be remediated before it actually hits the well,” Garibay said.

“This has turned from a small town small river issue to a statewide in arguably a nationwide issue,” Trinks said.

The PFAS Task Force set to turn their recommendation over to the governor a little more than a week from now which includes a recommendation to test all public drinking water drinking supplies for PFAS, an effort that will also require the funding to see it through.

Hartford Police Investigate Shooting

Hartford police are investigating a shooting on Main Street Wednesday.

Police said they responded to a Shot Spotter activation near 89 Main Street. Around the same time, a man arrived at Hartford Hospital with a non-life-threatening gunshot wound to his leg.

The Major Crime Division and Crime Scene Division are investigating. Main Street is closed between Jefferson Street and Park Street.

No other information was immediately available.

Enfield Woman Shells Out Thousands on Airfare to See Dying Mother

Donna Witkins was caught off guard when she got the call that her mother was dying. She ended up spending more than $6,000 to get to her. She reached out to NBC Connecticut Responds to share her story in hopes that others learn from her experience.

"We didn't know if she was going to live or what was going to happen."

Donna Witkins said her mom developed pneumonia and ended up in the ICU.

"She was a wonderful person. She would do anything for you,” said Donna Witkins.

Witkins told us she spoke with her mom hours before getting that call that turned her and her wallet upside down.

"I got a call about two in the morning from the ICU doctor saying your mom is taking a turn for the worst,” said Witkins. "And so, I asked the question: ‘do I need to get there?’ And she said, yes if you want to see your mother one more time, you need to be here now."

Frantic, Witkins tried to book a flight on Delta airlines to Mississippi for her and her son.

"Ultimately, I had to go to Boston to get a flight out. And I went to Detroit to Memphis and then drove to Mississippi,” said Witkins.

According to the agent, the only tickets available were first class.

"When she told me the price, I couldn't believe it. It was $6,749 for two one-way tickets,” said Witkins.

Witkins took the flight and reached her mother in time before she passed away. She contacted Delta in hopes of getting a refund.

"I have a death certificate; can we do something? They basically told me no,” said Witkins.

Donna said Delta apologized for her loss and insisted they couldn't do anything else.

NBC Connecticut Responds reached out to Delta multiple times for comment. A media spokesperson responded saying they would issue a statement. We have yet to hear back.

Delta's medical emergency policy states:

This program is valid for SkyMiles members needing to travel due to a medical emergency of an immediate family member. If you are not currently a SkyMiles member you may enroll immediately to qualify.

"Make sure that you're talking to somebody that you are comfortable with that their offering you every single choice available,” said Susan Aresco.

Aresco is Director of Travel Sales at AAA. She recommends speaking with an airlines supervisor when booking an emergency flight.

"Do they offer a bereavement fare? Are they an airline that has a discount for somebody that there's either a death in the family or an imminent death in the family?”

Advice that Witkins wish she knew at the time of booking.

"I don't want somebody to ever go through this,” said Witkins.

In the end, she was glad to get to her mother in time.

"That's priceless to me."

AAA said in some cases, airlines will offer a discount in this situation, though it may not be a huge one.

Boys and Girls Club of New Haven After-School Program Closing

Hundreds of parents are scrambling after finding out that the New Haven Boys & Girls Club will be closing its after-school program on Friday, October 25, 2019.

In a letter sent home to parents, the non-profit states that the reasons for the shut are due to “an on-going lack of financial resources and a very challenging fundraising environment have resulted in the ability for us to continue to offer the Club programs and services your children deserve.”

The decision coming just three days before the last day. The letter goes on to say that “Over the next 90 days, our board and Club leaders will evaluate and seek ways for us to continue our service in the community and provide your children with a positive place to learn and grown after school each day.”

The club is known to serve as a safe haven for more than 4 million children and teens, providing them with after-school activities like recreational time and leadership enrichment programs.

The non-profit got its start in Hartford by three woman hoping to provide a positive alternative for young boys instead of roaming the streets.”

The Boys and Girls Club of New Haven holds a special place in Lee Jones’ heart. The father of two says he spent half of his childhood inside the center.

“We had basketball, games, movies and kids’ stuff like that,” said Jones. “It was a great opportunity to interact with your people in your neighborhood in a positive way as opposed to being in the streets.”

Jones says stripping the Boys and Girls Club away would be detrimental for students and parents.

“It’s kind of sad that these things are getting taken away,” said Jones. “I wouldn’t mind them taking the center away if they had other programs in place for the kids to help parents and the neighborhoods.”

According to New Haven Mayor Toni Harp, the Boys and Girls Club had fiscal issues that lingered on which led to the temporary shutdown.

“They did tell me that they had some monetary problems that were pretty significant and they had hoped that the board could help solve those but they were not able to,” Harp said. “They were very concerned about letting people know about their situation but I really wished that they had reached out for help much sooner.

As a mother of three, Harp said she feels for the families which is why she’s working to find a solution for those involved.

“We’re going to attempt to help them and hopefully, we can work out something,” Harp said. “We’ve got to certainly talk to our board of alders, but I’m hoping that we can come up with a way with our community partners as a way to stave off this closing.”

One parent told NBC Connecticut that the yearly cost for their services is $125. She also said that she is not sure if she or other parents will be receiving their money.

The letter sent to parents also states: “Please know that the safety and well-being of the youth we serve remains our number one priority and we want to assure you that our commitment is unwavering. Again, we deeply regret having to make this incredibly tough decision and realize the burden it places on you as parents, and on your children. Should you need assistance in identifying alternative care for your child, we are more than happy to help you identify possible resources. We are grateful for your understanding and support and thankful for the opportunity to have served our community for nearly 150 years.”

The Boys and Girls Club falls in the 3D Ward who is represented by Alderman Ron C. Hurt. He issued this statement to NBC Connecticut:

“I like many of my neighbors was surprised to hear that the Boys & Girls Club is closing its doors. The center offers a safe, secure youth services which are vital to the young people in my neighborhood and our city.”

New Loughlin Charge Likely a Strategy to Induce Plea Talks

A grand jury in federal court in Massachusetts has returned new charges against 11 of the 15 parents still facing charges in the college admissions case, including actress Lori Loughlin and her husband, fashion magnate Mossimo Giannulli.

The new charges in this third indictment allege that the 11 defendants conspired to commit a crime called “federal program bribery,” by bribing employees of the University of Southern California to help with their children’s admissions.

This new indictment is likely a strategy to raise the stakes for the remaining defendants and induce more guilty pleas and cooperation, NBC News reported.

DNA Website's Privacy Policy Change Limits Cold Case Arrests

In April 2018, California authorities revealed that they’d used a novel investigative technique to arrest a man they called the Golden State Killer, a serial murderer who’d escaped capture for decades.

For the first time, police had submitted DNA from a crime scene into a consumer DNA database, where information about distant relatives helped them identify a suspect, NBC News reported.

The announcement kindled a revolution in forensics that has since helped solve more than 50 rapes and homicides in 29 states.

But earlier this year, GEDmatch, that online database changed its privacy policy to restrict law enforcement searches, and since then, these cold cases have become much harder to crack. The change is allowing some criminals who could be identified and caught to remain undetected and unpunished, authorities say.

Connecticut Man Killed in Helicopter Crash in Nevada: Report

A Connecticut man has died after a helicopter crash in Nevada, according to 3 News Las Vegas. 

The crash happened Wednesday in the area of the Red Rock Canyon Visitor Center, according to the Nevada Highway Patrol-Southern Command. 

According to 3 News, two people were on the helicopter and the pilot was a 53-year-old Connecticut man. His name has not been released. 

The Federal Aviation Administration and the National Transportation Safety Board are investigating the crash. 

No additional information was immediately available.

NASA: Hole in Ozone is Smallest on Record Since It Was Discovered

You've probably heard about ozone depletion and the relationship to climate change and NASA just released some good, and really interesting news about the ozone hole.  

This year the hole, which is located over Antarctica, was much smaller than expected. In fact, it was the smallest it's been since the hole was discovered in 1982. And it turns out, the smaller hole is actually the result of unusual weather patterns in the upper atmosphere over the south pole. 

Now it’s important to note the ozone hole itself is caused by the interaction between chemicals called CFCs and ozone. And even though the use of CFCs was banned in 1987, they last a really long time in the atmosphere. 

The other thing to note is that ozone depletion is enhanced when temperatures are colder so the hole size fluctuates from season to season. Appearing in the colder months and disappearing by summer, and it typically reaches is maximum size around October. 

This year, the polar vortex - which is a spiraling wind pattern over the south pole followed a different pattern than normal. This warmed the upper atmosphere - where you find the ozone layer, which significantly slowed ozone depletion and kept the hole smaller. 

It's also important to note that although the smaller ozone hole this year was caused by weather patterns, the ozone layer has shown overall signs of improvement with the banning of CFCs in 1987.

The first four Democratic debates of the 2020 presidential election are in the bag and the fifth will take place on Nov. 20. 

When and How to Watch the 2020 Democratic Presidential Debates

The Democratic National Committee has approved up to 12 debates, with six scheduled for 2019 and six more set for 2020. 

MSNBC and The Washington Post will co-host the fifth Democratic presidential primary debate in Georgia on Nov. 20. All four debate moderators will be women, MSNBC announced. The debate, which is expected to be held in the Atlanta area, will air from 9 p.m. to 11 p.m. live on MSNBC and Radio One. It will also stream on MSNBC.com and the Post's website, as well as across mobile devices via NBC News and the Post's mobile apps and Urban One's digital platforms.

The New York Times and CNN co-hosted the fourth presidential debatein Westerville, Ohio, at Otterbein University on Oct. 15, with 12 candidates sharing the stage over three hours. It was the second primary debate of the cycle hosted by CNN and the first for the Times in more than a decade, the newspaper reported

ABC News' hosted the third debate on Sept. 12 at Texas Southern University in Houston. The debate was harder to qualify for than the first two (more on that below), and that higher threshold combined with a winnowing candidate pool meant this was the first of the 2020 Democratic debates to feature all the highest polling candidates on stage at the same time.

CNN hosted its debate on July 30 and 31 from Detroit, Michigan. Qualifying rules were the same as for the first debate.

    How Candidates Qualified for the First Two Democratic Presidential Primary Debates

    In February, the DNC published specific debate guidelines spelling out what  candidates have to do to participate. 

    Democratic candidates could qualify for the first and second debates by meeting one of the two following sets of criteria:

    Criteria 1Polling Method: Participants must register 1% or more support in three polls (which may be national polls, or polls in Iowa, New Hampshire, South Carolina, and/or Nevada) publicly released between Jan. 1, 2019, and 14 days prior to the date of the debate. Qualifying polls will be limited to those sponsored by one or more of the following organizations/institutions: Associated Press, ABC News, CBS News, CNN, Des Moines Register, Fox News, Las Vegas Review Journal, Monmouth University, NBC News, New York Times, National Public Radio (NPR), Quinnipiac University, Reuters, University of New Hampshire, Wall Street Journal, USA Today, Washington Post, Winthrop University. Any candidate’s three qualifying polls must be conducted by different organizations, or if by the same organization, must be in different geographical areas.

    Criteria 2 - Grassroots Fundraising Method: Candidates may qualify for the debate by demonstrating that the campaign has received donations from at least (1) 65,000 unique donors; and (2) a minimum of 200 unique donors per state in at least 20 U.S. states.  

    If more than 20 candidates had qualified, here is how a tiebreaker would have worked, according to NBC News. Candidates who met both the polling and fundraising criteria would get preference. If that still didn't winnow the field, then preference would go to candidates with the highest polling average.    

    How Candidates Were Selected for the Third and Fourth Debates

    For the third and fourth debates, the DNC essentially doubled the polling and fundraising thresholds set for the first two debates — and required candidates to meet both standards, instead of just one or the other, NBC News reported.

    Candidates needed to register at least 2 percent in four major polls conducted this summer and receive donations from at least 130,000 individual donors, including at least 400 in 20 states.

    Since only 10 candidates qualified for ABC News' debate under the new standards, they all appeared on stage together for one night. The fourth debate will feature 12 canidates, also on one night. 

    How Candidates Qualify for the Fifth Debate

    The fifth Democratic presidential primary debate on Nov. 20, to be co-hosted by MSNBC and The Washington Post in Georgia, will become a little tougher for candidates to qualify

    Candidates must have 165,000 unique donors, with at least 600 of those each coming from at least 20 states. 

    Poll requirements will inch up to 3% in at least four national or early state polls. Or, a candidate could hit 5% support in two early state polls. The change would reward a candidate's momentum in Iowa and New Hampshire, The Associated Press reported.

    Who Is Moderating the Democratic Debates?

    The fifth debate on Nov. 20 will be moderated by Rachel Maddow, host of "The Rachel Maddow Show" on MSNBC; Andrea Mitchell, host of "Andrea Mitchell Reports" on MSNBC and NBC News' chief foreign affairs correspondent; Kristen Welker, NBC News' White House correspondent; and Ashley Parker, a White House reporter for The Washington Post.

    CNN anchors Anderson Cooper and Erin Burnett co-moderated the fourth debate with The New York Times' national editor, Marc Lacey.

    ABC News' George Stephanopoulos, David Muir and Linsey Davis and Univision's Jorge Ramos moderated the third debate.

    CNN's Dana Bash, Don Lemon and Jake Tapper moderated the second debate on July 30 and 31, the network reported.

    There were five moderators for the first debate: "TODAY" co-anchor and NBC News chief legal analyst Savannah Guthrie, "NBC Nightly News" and "Dateline" anchor Lester Holt, "Meet the Press" moderator and NBC News political director Chuck Todd, MSNBC host Rachel Maddow and "Noticias Telemundo" and "NBC Nightly News Saturday" anchor José Diaz-Balart

    Holt moderated for both hours. Guthrie and Diaz-Balart co-moderated for the first hour, while Todd and Maddow joined Holt for the second hour.

    The DNC has said it will have at least one female and non-white moderator at each Democratic presidential debate.

    "The DNC is committed to an inclusive and fair debate process," DNC senior adviser Mary Beth Cahill told Refinery29, which first reported the debates would have at least one female moderator. "That means that all 12 DNCsanctioned debates will feature a diverse group of moderators and panelists including women and people of color, ensuring that the conversations reflect the concerns of all Americans."

    HuffPost later reported that the debates will also include at least one person of color as a moderator, who could also be the same person as the female moderator.

    The normal high temperature for Oct. 24 is 60 degrees, but temperatures will reach the mid- to high-60s today. 

    On Friday, temperatures will return closer to average and we will see an increase clouds Friday with a risk for isolated showers overnight into Saturday morning.

    NYC Firefighter Accused of Raping Niece for 10 Years: Cops

    An FDNY firefighter has been arrested after being accused of raping his 18-year-old niece for the past decade, a senior law enforcement source tells NBC New York.

    Raynardee Detres, 46, was arrested Wednesday at Family Court in Hempstead and charged with several counts of rape, criminal sex act, act in manner injurious to a child and sex abuse, according to the NYPD.

    Detres is a firefighter at Engine 230 in Brooklyn, according to the source. He's being held at Brooklyn Central Booking.

    The FDNY said Detres has been suspended without pay for four weeks, which it said is the maximum amount of time it can do so under city regulations. 

    Attorney information for Detres wasn't immediately available.

    Extra Police Patrols at Putnam Elementary School Today

    There will be extra police patrols at Putnam Elementary School Thursday after an investigation into a possible threat. 

    Police said there was no credible threat, but they are adding patrols throughout the day at the request of school administration and to ensure all students and faculty feel safe. 

    Information came into police around 8:30 p.m. about a possible threat made at Putnam Elementary School earlier in the day, according to police. 

    They started investigating and said they determined that no credible threat had been made. 

    Police said school safety is a top priority and they encourage anyone with information to call the Putnam Police Department at 860-928-6565.


    BJ’s to Offer Same-Day Delivery of Alcohol in Connecticut

    Having a party? Members of some BJ’s Wholesale Clubs here in Connecticut will be able to order beer, wine and other types of alcohol online and get it delivered on the same day. 

    BJ’s has expanded the service and it is now available for members in BJ’s clubs that offer beer, wine and spirits, specifically in Fairfield, Waterford, Southington, and Brookfield, according to BJs. 

    “We’re focused on making it even more convenient for our members to shop and save,” Rafeh Masood, senior vice president and chief digital officer for BJ’s Wholesale Club said in a statement. “That’s why we’re excited to expand our same-day delivery service to include alcohol, giving our members added convenience as they prepare for the busy holiday season.”

    Members can visit delivery.BJs.com. 

    You must be 21 years old and BJs said same-day delivery is not available in all zip -- or sip -- codes.

    The service is also available at stores in Massachusetts, Florida, North Carolina, and Ohio, Connecticut and Massachusetts that offer beer, wine and spirits.

    South Windsor Police Find Cocaine, Marijuana in Car

    Police stopped a vehicle in South Windsor early Tuesday morning and said they found cocaine, marijuana at THC cartridges. 

    Police said 36-year-old Stephen Iacobucci, of South Windsor, was driving an unregistered motor vehicle when he was stopped at 1:48 a.m. and his vehicle needed an ignition interlock device, but it didn’t have one. 

    The officer who spoke with Iacobucci smelled unburnt marijuana, police said, and Iacobucci handed the officer a bag with around 94 grams of marijuana. 

    When police searched the vehicle, they found $12,104 in cash; a blue tin containing one digital scale, one clear knotted plastic bag containing 19 grams of cocaine, one clear zipper bag containing a white powder residue; and one zipper bag containing 19 smaller, clean zipper bags; two cell phones; five Sativa THC cartridges; and three Hybrid THC cartridges. 

    Iacobucci was charged with possession of more than half an ounce of marijuana, possession of marijuana with intent to sell, possession of cocaine, possession of cocaine with intent to sell, operating a drug factory, operating an unregistered motor vehicle and operating a motor vehicle not equipped with an ignition interlock device. 

    He was released on a $25,000 surety bond and is scheduled to appear at Manchester Superior Court on Wednesday Oct. 30.

    Woman Playing Pokemon Go Gunned Down as She Witnessed Armed Robbery

    Robbers gunned down a New Mexico woman, who had been playing Pokémon Go and accidentally stumbled into their armed heist in progress, Albuquerque police said Tuesday.

    Cayla Campos, 21, and her boyfriend were in the midst of the virtual scavenger hunt near Bianchetti Park at 11:52 p.m. Saturday when they suddenly became witnesses to am armed robbery, officials said.

    "Cayla and other witnesses observed two individuals committing a robbery against unknown subject(s) who were seated in a vehicle" on Granite Avenue NE, according to an Albuquerque Police Department statement.

    "Cayla turned her car around to leave the area when multiple shots were fired into her vehicle. Cayla was struck by one of these rounds and her vehicle crashed into an occupied residence. Cayla died from her injuries," NBC News reported.

    Juvenile Arrested After Investigation Into Threat Against Windham High School

    Willimantic police have arrested a juvenile after an investigation into a vague threat on social media made against members of the Windham High School community and said they seized a BB gun that was used in the post. 

    Police said they were alerted Wednesday about a vague threat in response to a disturbance at the high school earlier in the day, which school staff had resolved. 

    Police started investigating, identified a witness and a suspect and arrested the suspect. They seized a BB gun as evidence and said it was used in the social media post. 

    Police said the suspect at no time was on the grounds of the school. He has a future court date in juvenile court.
