Police Investigate Shooting in Hartford

Hartford Police are investigating a shooting on Martin Street in which a man was shot and sent to the hospital.

He is now in stable condition, according to Lieutenant Paul Cicero of the Hartford Police Department.

The incident occured Sunday evening.

Detectives from the Major Crimes Division are handling the investigation, police said.

It is unclear if anyone else was injured during the incident.

This story is developing. NBC Connecticut will update the story as information becomes available.

Changes Planned at AT&T in Meriden

On Monday, union members as well as their supporters are expected to speak in hopes of stopping some changes planned at an AT&T facility in Meriden.

The communications workers union tells us 89 workers were told on Friday their jobs are being moved out-of-state.

We’re told those jobs are in call centers, including those that help with 911 systems.

The union says these are good-paying, hard to find jobs.

And now most of those workers face the difficult choice of whether to follow the position to either Tennessee or Georgia.

“There’s a lot people who do those jobs that have families, kids in school, homes here in Connecticut and to uproot just to follow that work down there, isn’t an easy thing,” said David Weidlich, AFL-CIO Local 1298 president.

In a statement a spokesperson for AT&T wrote in part:

“To increase efficiency and effectiveness, we are consolidating some work currently done in Meriden into two other facilities. A large majority of employees who are currently assigned to the building here are not affected.”

AT&T says the changes here will take place during the year.

It adds workers who chose to move will be given a $20,000 relocation allowance.

The union says severance packages are also being offered.

Hartford Police Arrest Man in Shooting

Hartford Police arrested a man on Sunday involved in a shooting.

27-year-old Anthony Torres was charged with first degree assault, home invasion and carrying a pistol with a permit, police said.

The shooting took place on Feb. 9 on Sumner Street.

Torres shot the victim in the groin. He underwent surgery and is now in stable condition, according to police. Torres allegedly shot the victim after an argument between the two.

He is held on a $550,000 bond.

Boston Market Frozen Meals Recalled

Boston Market pork rib frozen meals have been recalled after extraneous material was found inside the meat.

Bellisio Foods, based in Jackson, Ohio, recalled more than 173,000 pounds of the "Boston Market Home Style Meals boneless pork rib shaped patty with BBQ sauce and mashed potatoes" after consumers complained of finding glass or hard plastic in the rib shaped patty.

The 14 ounce cardboard box packages have "best by" dates of:

  • 12/07/2019 - lot code 8341
  • 01/04/2020 - lot code 9004
  • 01/24/2020 - lot code 9024
  • 02/15/2020 - lot code 9046

There have been no confirmed reports of injuries due to consumption of these products.

The product should be thrown away or returned to the place of purchase.

Pedestrian Struck by Vehicle in Danielson

Two Young Men Dead After House Fire in New Britain

A New Britain house fire resulted in two deaths and an injury of a firefighter, according to city officials.

Both victims were young men. They were trapped on the second floor of the home, Fire Chief Raul Ortiz said.

The firefighter is in stable condition, according to Mayor Erin Stewart, who tweeted the firefighter is "in pain but will be okay."  

Two other firefighters suffered minor injures, Fire Chief Raul Ortiz said.

"We pray for the families affected by this awful tragedy," Mayor Stewart said in a tweet.

The New Britain Fire Department responded to 73 Elam Street on Sunday and when they arrived, they spotted a heavy fire engulfing the house.  The fire department received reports of two people trapped in the building so they made a "aggressive, interior attack," Ortiz said.

The firefighter who is being treated at the hospital fell off the roof, Ortiz said.  Ortiz told reporters that he believes three people were home and one made it out on their own.

An NBC Connecticut photographer spotted a tarp in front of the house.

"There’s a lot of family members out here offering their support," Ortiz said. "This is one of those times where the community does come together.”

Clergy members remained at the scene Sunday night to help both the family and firefighters.

"We're also human," Ortiz said. "Anytime we get a call like this, we take it to heart also."

A cause has not yet been determined and remains under investigation by the State Fire Marshal and city fire investigators.

90-Year-Old Man Reported Missing From Meriden

A Silver Alert has been issued for a 90-year-old man who was reported missing from Meriden on Sunday night.

Police said Harold Wagoner was last seen wearing a dark blue or black windbreaker, blue jeans and white New Balance sneakers. He has been missing since Sunday.

Wagoner is described as a man who is 5'0" and weighs 165 pounds. He has hazel-colored eyes.

Anyone with information is asked to call Meriden Police at 203-238-1911.

74-Year-Old Man Reported Missing From Bloomfield

A Silver Alert has been issued for a 74-year-old man who is missing from Bloomfield on Monday morning.

Charles Montgomery was last seen wearing a striped blue shirt and grey jeans. He has been missing since Sunday.

Montgomery is described as a man who is 5'9" and 225 pounds with brown eyes.

Police did not provide a photo of Montgomery.

Snow Squalls Lead to School Delays

There are some school delays Monday morning after some fast-moving snow squalls.  

There are delays in Brooklyn, Eastford, Pomfret, Putnam, Thompson, Union and Woodstock.

The NBC Connecticut meteorologists have issued a First Alert for today because of the threat of strong winds. There are also some power outages. Eversource is reporting around 600 power outages.

A high-wind warning has been issued by the National Weather Service for the entire state through tonight. As a powerful storm moves to our north, winds might gust as high as 40 to 60 mph across the state. The peak of the wind will likely be this morning to early afternoon.

High winds could result in sporadic power issues and tree damage as we run into Monday afternoon. Cold weather will follow for Tuesday and Wednesday with highs only in the 20s (average highs should be in the low 40s).

Multi-Vehicle Crash Closes I-84 East in Union, Separate Crash Closes Route 171

Part of Interstate 84 East in Union is closed after a multi-vehicle crash on Monday morning.

The crash has closed I-84 East between exits 73 and 74. Connecticut State Police said it's a "stand still" at exit 73.

According to Massachusetts State Police, "there is some sort of a pile-up" that has closed the highway about a mile before the state line. 

Troopers in Massachusetts said they were called as backup for the crash, but could not respond. 

The crash was reported shortly after 5 a.m. and Connecticut Department of Transportation officials estimate the highway will be closed for two hours or less.

It is unclear how many vehicles are involved.

There's no word on if anyone was injured in the crash.

What was the detour for the crash on I-84 east is now closed.

Route 171 from the Union Fire House on Buckley Highway to the commuter lot at I-84 at exit 74 is also closed for a separate incident involving a jackknifed tractor-trailer, Union Volunteer Fire Department said in a Tweet.

Traffic is backed up onto Route 190 and surrounding areas, firefighters said.

Drivers are urged to use caution and avoid the area.

Oscars Aimed for Inclusiveness, Host or No Host

It had been three decades since the Oscars went live without a designated host to front the annual celebration of entertainment. This year’s telecast bounced lightly, for the most part, from presenter to presenter and went all-out for inclusivity in an attempt to refocus attention on the awards and not the gaffes beleaguering the ceremony over recent months. 

Sunday night’s ceremony, the 91st, was left without a public face after Kevin Hart stepped away from the gig over backlash to homophobic tweets from almost 10 years ago for which he eventually apologized. No other host was named, or seemingly could be tempted to the job.

Viewers tuning into the telecast from the official start time could easily have been forgiven for thinking they had instead caught the Grammy Awards. The opening medley of hits from best picture nominee “Bohemian Rhapsody” was performed by the surviving members of Queen and Adam Lambert and delivered a rousing start, but more importantly indicated where telecast producers were directing the show: to emphasize the fun, flashy aspects while incorporating names and faces from the wider entertainment industry instead of sticking with an expected lineup of Hollywood’s acting elite.

The lack of traditional, opening comic monologue was quickly forgotten thanks to the high-energy curtain-raiser and early remarks from group presenters Maya Rudolph, Amy Poehler and Tina Fey, with the latter quipping they were not the hosts, but would stand there “a little too long so that the people who get USA Today tomorrow will think we hosted.” Added Rudolph: “There is no host tonight, there won’t be a popular movie category and Mexico is not paying for the wall.”

Viewers randomly tuning in as the evening progressed through its relatively-short-for-the-Oscars running time of just over three hours could still have mistaken the telecast for the Grammys, or the CMAs, or even the ESPYS. Further presenters included music notables Kacey Musgraves, Tom Morrello and Pharrell Williams. Other seemingly random, yet welcome additions to presenting duty included Serena Williams and Trevor Noah.

It all added up to an evening of unexpected moments with an air of uncertainty apparent from the red-carpet thanks to inspired sartorial choices from Spike Lee, Billy Porter, Stephan James, and Pharrell Williams’ choice of a camo-print shorts suit.

On stage it came in the form of multiple awards for widely-popular features “Black Panther,” “Bohemian Rhapsody” and statuettes for first time nominees and winners Rami Malek (best actor/“Rhapsody”), Regina King (supporting actress/“If Beale Street Could Talk”) and Olivia Colman (best actress/“The Favourite”) in an upset win over Glenn Close. Best picture went to “Green Book.”

Genuine laugh-inducing moments were sadly scarce. Nominee Melissa McCarthy and Brian Tyree Henry donned outlandish garb, festooned with plush bunnies and a hand puppet in the case of McCarthy, to deliver the award for best costume design. It was a sight gag played with poker faces that allowed for needed laughs but ultimately underscored the importance of the category which was won by Ruth E. Carter for “Black Panther.”

The first African-American to ever win the category, Carter is a 30-year veteran of the industry and in accepting the award said it “means that we’ve opened the door. Finally, the door is wide open.”

Ratings and platform engagement will ultimately decree if the 91st Oscar ceremony was a hit or miss, but two things were apparent by show’s end: the lack of host mattered not; and while it may not be wide open, Sunday’s telecast indicated the Academy has at last begun to crack the door on inclusiveness and usher in a more global variety of entertainment.

Birch Grove Primary in Tolland Closed Due to Strong Winds

Birch Grove Primary school in Tolland is closed Monday as a safety precaution because of the forecast for high winds and possible impact on the cantilever.

Superintendent Walter Willett said in a statement to the school community that he was informed that the “cantilever structure in front of the school, while stable under normal conditions, may require extra caution under extreme high wind conditions.”

Winds could gust as high as 40 to 60 miles per hour today, with peak winds likely this morning to early afternoon. 

He said that it's unlikely to be a problem, but he must err on the side of safety. "The safety of students, families, and staff is of primary importance,” Willett wrote.

He said an engineering firm will check the area to ensure that school can open safely Tuesday.

Gov. Lamont Vows to Prioritize Repairs to Mixmaster in Waterbury

Governor Ned Lamont has vowed to prioritize repairs to the Mixmaster in Waterbury during a news conference on Monday morning.

In his budget address last week, Gov. Lamont pointed to the need for urgent infrastructure improvements.

On Monday, Gov. Lamont announced that the Interstate 84, Route 8 intersection is a priority for the state.

About 180,000 people drive through the Waterbury Mixmaster every day. It was designed for 50,000 to 60,000 vehicles per day.

The Mixmaster is 50 years old now and is in need of repairs.

"Now is the time for us to put together a strategic plan to make sure we can rebuild the Mixmaster: A. from the point of view of public safety and B. decongesting what we got to do. And in terms of economic development, there is nothing more important than getting this state moving again," Gov. Lamont said during the news conference.

No exact plan was laid out by the governor. He instead pointed to opportunities to receive funding from the federal government if an infrastructure bill is passed in Washington during this legislative session.

Lamont said the Connecticut Special Transportation Fund is running on fumes and said he plans to do a better job in the future to convince Washington that our state has the money to hit the ground running for infrastructure projects.

Ahead of North Korea Summit, Concern About Trump's Gamble

U.S. intelligence officials are increasingly doubtful that North Korean leader Kim Jong Un intends to dismantle his nuclear program, the officials told NBC News.

That's President Donald Trump goal in negotiating with North Korea, though there's no evidence Kim shares it. The White House has set low expectations for the meeting between Trump and Kim this week in Vietnam.

Trump could establish bare-bones diplomatic outposts between the two nations or perhaps offer to formally end the decades-old war on the Korean Peninsula, current and former U.S. officials say. Trump has been vague on whether he would offer to withdraw U.S. troops as part of a deal, saying last week that it was "not one of the things on the table" but later that "everything is on the table."

One former senior U.S. official said, "One of the worst possible outcomes is he makes some crazy deal pledging to withdraw U.S. troops for a vague promise of denuclearization."

Norwich Free Academy Employee Accused of Failing to Report Former Coach's Inappropriate Relationship

Norwich Police have arrested a Norwich Free Academy employee who is accused of failing to report an inappropriate relationship between a former coach and a student.

Police said an investigation was initiated after they received a report from the Department of Children and Families in June of 2018.

The report to DCF was made by an employee of Norwich Free Academy about the suspicion of an inappropriate relationship between NFA Athletic Coach Anthony Facchini and a female student, according to police. After more information was discovered, police said Facchini was placed under arrest.

During the investigation, officers said they learned other staff members of NFA, including 61-year-old Kevin Rodino, failed to report a previous inappropriate relationship between Facchini and another student who had since graduated from the school.

According to the school's website, Rodino is the Director of Campus Safety & Safe School Climate Specialist.

Statements from the school during the investigation indicated that the school intended to cooperate, police said, however, during the probe, NFA produced redacted reports and documents. After further request, NFA produced un-redacted copies of the reports.

Before the investigation was over, officers learned that NFA had initiated its own investigation into the incident. Officers said the report was an oral report made to the NFA Board of Trustees. When police tried to meet with the investigator for an interview, they said an attorney who represents the school told them they could not authorize the investigator to be interviewed. The attorney cited a "variety of reasons, including the confidential and attorney-client privileged nature of this investigation," according to a police report.

Multiple arrest warrants were completed and submitted to the Office of the State's Attorney New London Judicial District. The warrant for Rodino was signed by the New London State's Attorney and by a judge.

Rodino, of Preston, is facing charges including failure to report suspected child abuse, tampering with evidence, false statement and interfering with a police officer.

He was released on a $500 non-surety bond and is scheduled to appear in court on March 7.

Norwich Free Academy released a statement Monday in response to Rodino's arrest:

"We are aware of today's arrest. Head of School David Klein placed Kevin Rodino, on administrative leave, January 23, 2019. Because of the possible criminal and civil implications of these matters, we are unable to comment further."

School employees and coaches are considered mandated reporters in Connecticut. State law requires mandated reporters to relay an oral report to DCF or local police within 12 hours if they believe a child has been abused, neglected or placed in imminent risk.

Ray Allen to Hold Q&A Sunday in Storrs Before Number Is Retired

UConn will be retiring Ray Allen’s number this weekend and the basketball star will be returning to Storrs for a question and answer session Sunday morning. 

Allen’s number will be retired on March 3 during the game against USF. Before the game, Allen will be at Student Union Ballroom at 2110 Hillside Road for an event that runs from 10 a.m. to 11:15 a.m. Sunday.  

The cost of the event is $12 and it includes admission for the person who registers, one guest and one autographed copy of Allen’s new book, “From the Outside: My Journey Through Life and the Game I Love.” Coffee and pastries will be served.

People attending the event must pick up the books Sunday at the Student Union Ballroom between 10 a.m. and 11:15 a.m.

Tickets to the game are not included, but they are available while supplies last. Tip-off will be at noon and Allen’s number retirement ceremony will take place at halftime. 

This will not be an autograph and photo session. UConn said all books and jerseys will be pre-signed.

Ray Allen and Rebecca Lobo are the first two UConn greats to have their numbers retired. 

Lobo's number will be retired on March 2 during the UConn women's game against Houston.

Court Docs: Kraft Visited Prostitute Hours Before AFC Championship Game

A probable cause affidavit released by Florida prosecutors on Monday alleges that New England Patriots owner Robert Kraft sought out sex acts with a prostitute at an illicit massage parlor twice the weekend of the AFC Championship Game.

Authorities in Jupiter announced the 77-year-old Brookline, Massachusetts, resident has been charged with two counts of soliciting another to commit prostitution -- a misdemeanor -- on Friday after they allegedly caught him on videotape engaging in sex acts at an illicit massage parlor. He has not been arrested in connection with the allegations.

Few documents have been entered into Kraft's case docket, but court documents say Kraft was allegedly with a prostitute on Jan. 19 and Jan. 20, the weekend the Patriots won the AFC Championship, sending the team to the Super Bowl.

Court documents describe how Kraft entered the Orchids of Asia Day Spa, the alleged massage parlor, around 4:45 p.m. on Saturday, Jan. 19, and was caught on video engaging in a sex act with a woman almost a half an hour later.

Investigators observed Kraft leave the business and get into his blue Bentley by 5:25 p.m., according to the probable cause affidavit.

On Sunday, Jan. 20, video surveillance inside the massage parlor caught Kraft walking into the business just before 11 a.m. and paying cash at the front desk to an Asian woman. The woman took Kraft into a room with another surveillance camera, which allegedly caught the pair hugging before Kraft took off all of his clothing and laid face up on the massage table before the woman engaged in a sex act with him.

Kraft finished, got dressed with the help of the woman, gave her at least a $100 bill and then left the room by 11:13 a.m., according to court documents.

Another Boston-area billionaire, John Childs, retired from J.W. Childs, faces similar charges out of Vero Beach. Monday, the company announced Childs' retirement, noting that he is not currently active in the private equity firm's management.

"John built an enduring and strong business and we appreciate his many contributions to JWC," managing partner Adam Suttin said in a statement. "I look forward with confidence to the next chapter for our firm and wish John well."

A summons for Kraft will be mailed to him requesting he appear in a Florida courtroom on April 24 at 8:30 a.m. 

The months-long investigation has put a spotlight on human trafficking in Florida and across the U.S.

At a news conference Monday, Florida State Attorney Dave Aronberg praised the Jupiter Police Department for its success in investigating the alleged prostitution ring over several months.

"These cases aren’t about any one defendant or any group of defendants. The larger picture with which we must all confront is the cold reality that many prostitutes in cases like this are themselves victims," Aronberg said.

Kraft, who has denied the charges, was spotted over the weekend attending pre-Oscars festivities in Los Angeles.

Meanwhile, the National Football League released a new statement on Kraft's charges, saying in part that the league's personal conduct policy "applies equally to everyone in the NFL. We will handle this allegation in the same way we would handle any issue under the policy."

Although prosecutors said he faces up to a year in jail, legal experts tell NBC10 Boston that Kraft is unlikely to land behind bars, but may face some other legal problems and issues regarding his legacy.

In addition to Kraft and Childs, at least seven other men from New England were also arrested in connection to the sting in nearby Indian River County.
